This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Competitive Service Positions to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is located at U.S. Army Security Operations Training Facility, Fort Liberty, NC.
Duties
Serves as the principal advisor responsible for planning and directing procurement.
Tracks and consolidates repetitive contract actions for possible consolidation. Consolidates and tracks requirements submitted for higher level review.
The employee is responsible for the analysis and evaluation of contract support matters, and the initiation, development, and recommendation of contracting procedures and guidance for the RCO-Liberty.
Analyzes acquisition requirements for changes of Federal Acquisition Regulation (FAR), Department of Defense Federal Regulation (DFAR), and other regulatory guidance to ensure that recommendations are in compliance.
Develops formal responses for a wide variety of different tasks for internal and external customers.
Researches, develops, prepares and publishes policy and procedures on all matters relating to the brigade procurement and contracting programs and monitors subordinate unit compliance.

- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance or access for the duration of employment.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- You may be expected to travel up to 25% of the time for this position.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- This position is subject to a pre-employment drug screening, and random drug testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- IAW AR 690-11, this position has been designated as "Emergency-Essential". Emergency-Essential designation takes precedence over any transportation agreement or military recall status. In the event of a crisis situation or wartime, the (CONT)

This position has a positive education requirement based on the occupational series under which you are applying. Education above the high school level must have been completed in a U.S. college, university, or other educational institution that has been accredited by one of the accrediting agencies or associations recognized by the Secretary, U.S. Department of Education.
Basic Education Requirement for Procurement Analyst:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.

Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes 1) Managing the contracting aspects for requirement and acquisition program for an organization; 2) Develops acquisition strategies by reviewing and interpreting contracting policy; 3) Prepares requirement and acquisition packages for the acquisition of products and services; 4) Extracts data to monitor the effectiveness, efficiency, and productivity of the organization; and 5) Experience leading a team of contracting professionals; and providing financial, contractual and acquisition oversight of projects. The definition of Specialized Experience is typical of work performed at the next lower grade/ level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
