This position is for a SUPERVISORY CONTRACT SPECIALIST, PD# T0046000, part of the Nevada National Guard. This position is located at Joint Force Headquarters -United States Property and Fiscal Office (USPFO) Purchasing and Contracting Office only. The purpose is to serve as a Warranted Contracting Officer and to supervise personnel engaged in procuring various supplies, services, information technology, Architect-Engineering Services, and construction.

Duties

1. Exercises direct supervisory and personnel management responsibilities. Provides supervisory responsibility for subordinate acquisition workforce personnel. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects, as assigned, or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and Equal Employment Opportunity (EEO) and diversity objectives. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Recommends awards when appropriate and reviews within-grade increases when eligible and follows up on the status when required. Listens to and resolves employee complaints at the lowest level and refers unresolved complaints to higher level management. 2. Plans the overall approach to meet contracting program objectives for a variety of requirements with multiple complexities. Analyzes difficult/controversial contracting issues, determines, recommends and/or implements course of action which may depart from previous approaches for long-term contract performance or short-term contracts with extremely stringent time frames. Provides business advice and assistance to technical personnel involved in the development of the performance work statement/statement of work/statement of objectives or data requirements. Prepares required documents to support solicitation issuance and reviews and advises less experienced specialists in the preparation of documents. Determines appropriate method of procurement, contract type, and financing arrangements to fit special circumstances. Reviews and evaluates requisitions for which previous experience and historical data are not usually directly available or applicable such as complex services, architect and engineering services or environmental related construction. 3. Ensures that the price schedule is properly structured and determines sources to be solicited. Prepares solicitation, amendment, and contract documents incorporating applicable terms, conditions, provisions and clauses. Receives and performs oversight of quotes/bids/proposals evaluations and determines the acceptability of offers based on an analysis of financial and technical information gained. Conducts price or cost analysis as needed. Recommends or determines the competitive range. Formulates negotiation strategies and identifies areas subject to negotiation (e.g., price, quantity discounts, packaging, payment discounts, transportation, and delivery). Prepares pre-negotiation positions and memoranda based on audit and/or technical recommendations. Conducts any necessary meetings to discuss offers received; performs price or cost analysis; plans and conducts negotiations on price, technical requirements, and/or terms and conditions of the contract. Obtains and reviews subcontracting plans as required. 4. Makes field site visits, if necessary, detecting and correcting labor standards violations, taking appropriate action to expedite delivery or performance when required by mission changes, monitoring the contractor's use of government-furnished property inventories, and issuing change orders as necessary. Negotiates and prepares contract modifications including those caused by changes in technical requirements, in quantities, ordering unpriced options, and similar issues. Recommends or issues cure or show cause notices in accordance with delegated authority. Determines liquidated or actual damages for nonperformance and/or recommends termination action. Monitors and reviews contractor's invoices/payment applications for completeness, allowability, allocability, use of proper approved rates and conformance with contract terms and conditions, and approves/disapproves payment, as appropriate. 5. Serves as business advisor to a wide range of customers. Represents the interest of the organization in a professional manner in meetings and various contacts outside the agency on a variety of issues that often are not well defined. Provides business advice, guidance, training, and assistance to team members, technical or program personnel, functional commanders, and/or contractors on contractual language, legal responsibilities, acquisition and business-related issues. Assists in providing interpretation/clarification to contractors and customers on contractual language, contractual and federal/state/local regulatory requirements, and business opportunities. 6. Performs other duties as required.

GENERAL EXPERIENCE: Must have skills in collecting and analyzing contracting data effectively, efficiently, and accurately; ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication; ability to write English in reports and presentation formats; ability to communicate clearly and effectively; skilled in presenting formal training presentations and briefings; and, skills in applying procedures and directives by reading and interpreting program material; have a validated understanding of the basic principles and concepts of the occupational series and grade; have the education requirements and validated certifications to qualify. SPECIALIZED EXPERIENCE: Must meet positive education requirement. Must have at least 12 months of broadening contracting experiences and competencies that provided an expanded expertise in contracting principles to include Negotiating Contracts and Service, Supply, and Construction Contracts. As a condition of continued employment in the position, employee must complete Level Three Certification within 24 months of appointment to the GS-1102-13 supervisory position. Must have at least 12 months of broadening contracting experiences in planning and scheduling work in a manner that promotes smooth flow and even distribution of assigning work requirements. Experiences include training and guiding employees on contracting programs and assigning tasks. Experiences involved balancing contracting work requirements and providing advice, mentoring, and direction on a wide variety of contracting policies and employee performance administrative issues. Experienced in structuring that assignments that created effective and efficient procedures with measured and improved task processes. Experiences involved training applications and career development that resulted in the employees' increased performance, timeliness, and work efficiencies. Must have demonstrated experiences and/or endorsements on mentorship competencies provided to employees. Must have working knowledge of equal employment and affirmative action programs.

Education

A Bachelor's Degree from an accredited educational institution authorized to grant baccalaureate degrees.

The applicant's record of experience and/or training must show possession of the knowledge, skills and abilities needed to fully perform the duties of the position.
