THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for an Ammunition and Explosives Handler Supervisor, Position Description Number D1139000 and is part of the USPFO Ammo Supply Point of the Vermont Army National Guard.
The purpose of this position is to supervise subordinates, either directly or through one or more subordinate leaders or supervisors in accomplishing ammunition and explosives operations.
Duties
(1) Plans and schedules subordinate work assignments on a daily or project-by-project basis. Establishes completion dates for projects or assignments and provides guidance on any unusual facets of assignments or projects. Ensures adequate personnel, materials and equipment are available for each assignment or project.
(2) Instructs subordinates on standardized or accepted methods, procedures or practices applicable to projects or assignments. Provides assistance to subordinates in resolving unusual problems. Reviews work in progress and upon completion. Obtains approval from higher-level supervisor for changes to standardized or accepted procedures or work operations. Proposes changes to procedures or processes to improve operations or reduce costs.
(3) Responsible for hiring new staff to fill organizational vacancies and approves subordinate promotions or reassignments within the unit. Jointly establishes performance standards with the assistance of subordinate supervisors and provides input on subordinate staff performance appraisals. Counsels employees on the disciplinary process and recommends disciplinary action. Resolves informal complaints and grievances at the lowest possible level, referring unresolved or more serious issues to a higher-level supervisor. Identifies staff training needs with the assistance of subordinate supervisors and recommends staff members for formal training programs or on-site mentoring. Schedules and approves subordinate leave. Encourages employees to participate in suggestion or cost reduction programs. Through subordinate supervisors, ensures procedures and regulations governing safety and housekeeping are observed by all staff members. Coordinates the equal opportunity, position management, position description review and labor relations functions within the unit. Maintains production reports and records. Performs non-supervisory functions of the organizational segment supervised.
(4) Prepares for and participates in various types of readiness evaluations, inspections, mobilization and command support exercises. May perform additional duties such as structural fire fighting, aircraft fire/crash/rescue duty, snow removal, munitions loading and handling or heavy equipment operating. May serve as a member of a natural disaster or civil emergencies team. Ensures subordinates are equipped with appropriate safety equipment and follow pertinent safety precautions.
(5) Performs other duties as assigned.

Qualifications
NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is a Title 32 excepted service position that requires membership in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Area I: All current On-board Permanent and Indefinite Dual Status 32 and Title 5 (Competitive and Excepted) Technicians (Tenure: 1-Career, 2-Conditional, 3-Indefinite) - Only those Vermont National Guard members who are in permanent or indefinite technician status as a result of being competitively hired within that National Guard component applying for a position within the component which they are currently employed.
Area II: All Members of the Vermont Army National Guard.
Area III: Currently assigned service members in other branches of the military outside of the VTNG, to include those assigned to Active Duty, Reserve or other state's National Guard.
Area IV: All individuals able to and willing to become members of the Vermont National Guard including prior service not currently assigned to a military component and non-prior service US civilians.

SPECIALIZED EXPERIENCE WS-07: In addition to the journeyman level knowledge, must have 36 months of experience which demonstrates the ability to plan, direct, and organize work assignments for lower grade personnel. Experience which required the review of work requirements and establish priorities to meet deadlines. Experience that provided knowledge of various lines of work performed by this function. Experience which demonstrates the ability to supervise or the potential to perform such duties as evidenced by the ability to communicate knowledge of general supervisory concepts, and knowledge of shop processes. Experience in adapting existing equipment and techniques to new situations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
OTHER REQUIREMENTS:
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

-PHYSICAL EFFORT: Requires moderate to strenuous physical exertion when climbing, stooping, standing, bending, stretching and working in tiring and uncomfortable positions. Routinely required to lift heavy objects weighing up to 40 pounds and with mechanical assistance devices lifts items weighing over 40 pounds.
-WORKING CONDITIONS: Work is performed inside and outside in areas that may be hot, cold, damp, drafty, or poorly lighted. Adheres to fire, safety and security regulations within assigned areas. The incumbent is regularly exposed to the possibility of cuts, scrapes, bruises, abrasions, falls and injury from falling stock. May be subject to exposure of explosive hazards and chemical fumes. Assignments may require protective clothing such as hardhats, steel-toed shoes, rubber gloves, masks, and rubber aprons.
