The incumbent serves as a Supervisory Auditor (Division Director) in the Office of Audits (AUD), Global Emergencies and Emerging Risks (GEER) Directorate, within the U.S. Department of State (Department), Office of Inspector General (OIG). GEER is responsible for planning, conducting, and overseeing performance audits, evaluations, and other projects of high-risk Department and U.S. Agency for Global Media (USAGM) programs located in crisis, post-conflict, and fragile states worldwide.
Duties
The incumbent serves as a GEER Audit Manager (Supervisory Auditor), under the general direction and supervision of an Audit Director. The incumbent is responsible for supervising a team of auditors in carrying out audits.

Qualifications
Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Time-in-grade documentation: If you are applying for a higher grade and your SF-50 has an effective date within the past year, it may not clearly demonstrate you meet the 1-year time-in-grade requirement so you will need to provide an SF-50 which clearly demonstrates you meet the time-in-grade requirements (examples of appropriate SF-50s include Promotions, Within-grade Grade/Range Increases, and SF-50s with an effective date more than one year old).
You must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted, if it does not include this information; recommended SF-50s include promotions and step increases (within grade increases).
All applicants MUST meet one of the basic qualification requirements described below for this position:
BASIC QUALIFICATION REQUIREMENTS:
Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting. (OIG will also consider degrees in: economics, public policy, international relations, international affairs or political science)
or
Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background MUST also include one of the following:
A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination. NOTE: You must submit a copy of the transcript(s) and appropriate certification/documentation at the time of application to receive credit for this option; or
Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours. NOTE: You must submit a copy of the transcript(s) and appropriate certification/documentation at the time of application to receive credit for this option;

IN ADDITION to meeting one of the basic qualification requirements listed above, to qualify for this position the applicant MUST have at least 1-year of specialized experience that has equipped them with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience is related to the work of the position and equivalent to at least the GS-13 level in the federal service. Specialized experience must be documented in your resume.
Qualifying specialized experience must demonstrate the following:
Experience in independently researching, planning, conducting, reporting, supervising, and coordinating comprehensive performance audits and evaluations, in accordance with government auditing or evaluation standards (i.e., Yellow Book or Blue Book) that include the identification and analysis of numerous factors, such as making recommendations that address root cause for changes and improvements to major programs and activities.
Experience in effective written communications through clear, concise, and accurate audit and evaluation reports appropriate for the type of audience that would use the report, as well as presenting results to senior officials.
Experience in providing leadership, management, guidance, and feedback to subordinate staff or team members that contribute to the successful completion of performance audit and evaluation projects, such as balancing workloads and commitments, addressing employee complaints, and identifying employee professional needs, such as training, development, and work-life balance.
In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:
Ability to assign, review, and supervise the work of others;
Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
Ability to adjust to change, work pressures, or difficult situations;
Willingness to consider new ideas or divergent points of view; and
Capacity to "see the job through."
