There is one position to be filled in either the Boston Area Office in Braintree, MA or the New York Regional Office in New York, NY. This position is located in the Division of Administration, Operations & Regional Coordination Branch (ORCB), of the Federal Deposit Insurance Corporation. Salary reflects a pay cap for this position of $275,000.

Duties

Collaborates with and serves as technical advisor to the Regional Manager and/or other senior division management on the planning, development, and coordination of facilities and corporate support services, operations, and procedures to support regional, area and numerous field offices throughout the region. Establishes goals and priorities, develops cost/budget forecasts, determines staffing requirements, and gains staff support for the regional Operations & Regional Coordination Branch (ORCB) program. Incumbent's recommendations and decisions impact policy implementation, program content, organizational structure, resource distribution, and the ORCB mission within the region. Ensures that regional employees have a safe and efficient work environment. Manages all security programs for facilities in the region. In coordination with the Security Enterprise Programs Section (SEPS) in Headquarters, the incumbent oversees the design, installation, operation and maintenance of security systems including surveillance/monitoring systems and the access control system for employee/contractor logical and physical access in the region. Incumbent is the primary point of contact for local police and fire department officials. Oversees armed/unarmed security guards. Maintains employee and contractor PIV records pursuant to the Privacy Act. Oversees development and maintenance of Occupant Emergency Plans and Continuity of Operations Plans in coordination with the Crisis Readiness and Response Section in Headquarters. Administers and maintains established workplace violence prevention policies, procedures and guidance. Serves as a member of the regional management response team. Implements responses in coordination with SEPS, management, and local authorities as applicable. Manages and oversees field office lease acquisition program for the region which includes: real estate market review and analysis; identifying properties; obtaining, evaluating and recommending lease proposals; and negotiating and finalizing lease provisions and documents. Oversees construction, building alterations, and design. Plans and manages space, furniture layout and utilization of the computer-aided drafting and design system. Ensures compliance with local building codes, Americans with Disabilities Act requirements, and fire and life safety procedures. Coordinates with architects and engineers on construction, alteration and design. In leased facilities, establishes and maintains relationships with building owners, building management agents, and contractors. Ensures that all requirements of the lease are followed by both parties and that the landlord's building management staff and contractors provide essential day-to-day facilities services, such as, cleaning/janitorial services, electrical, mechanical and plumbing services, building construction services, building security, locksmith services and a variety of building operations. Provides administrative oversight and project management on a variety of contracted services, such as, architectural and engineering, mechanical, electrical, plumbing, reproduction, printing and graphics design, furniture and equipment acquisitions (leased and owned), cleaning, moving, office systems repair and maintenance, health and safety, security, supplies etc. Determines the need for services/goods, oversees contractors and manages expenditures under contract. Develops cost estimates and forecasts and provides justification in support of formal budget program requests to senior officials. Determines and approves expenditures for materials, equipment and supplies required for the operation of all ORCB programs and provides justification for major program changes. Directs the occupational health and life safety programs for all regional employees. This includes the oversight of all required environmental testing (e.g., indoor air quality, water quality, asbestos, etc.) and wellness programs. Administers the occupational health and the fitness center programs. Manages reproduction and printing services; office supplies; mailroom and courier/messenger services; furniture and equipment acquisitions and the disposition of surplus property. Administers the parking and transit subsidy programs for the region and ensures compliance with the Internal Revenue Service mandates/regulations. Provides contract oversight for contracts related to regional/area office security (e.g., armed/unarmed guards) and/or mailroom staff. Qualifications

To meet the minimum qualifications, applicants must possess the leadership and technical experiences listed below. These qualifications would typically be gained through serving in roles that require managing projects/teams or guiding the technical work of others. Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, skills, and abilities, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Technical Experience: Experience overseeing facilities operations functions including: real estate leasing; office design and construction; building services and physical security operations.
