The primary purpose of this position is to plan, implement, administer, and counsel units and their leadership on individual, family, and community issues including but not limited to career assistance, transition, relocation, family, and other work/life service/activities provided to military members/retirees, Department of Defense civilian members, and their families.

Duties

Assesses needs and provides continuing work/life services to leadership, organizations, and serviced populations within assigned units and in the M&FRC Develops, implements, and manages installation work/life services programs, establishing goals, objectives, and procedures in accordance with applicable state, Air Force, and other federal guidance, regulations, and laws Consults with on- and off-site community leadership officials on work/life and related issues. Influences key organizational staff and organized groups within/outside the installation Designs and establishes marketing and public relations strategies to ensure target populations are informed of services and activities Participates in wartime and contingency operations; deploys to contingency locations on a rotational basis

Requirements

  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • The incumbent must meet all requirements of E-E positions and may be required, as a condition of employment, to take a series of vaccinations and annual boosters to immunize against anthrax and other diseases.

  • Selectee is expected to be granted with and/or maintain the appropriate security clearance required for the position

  • Work will require frequent or long term CONUS or OCONUS travel away from normal duty station
  • Position will include training in the carrying and use of firearms because incumbent can be deployed to contingency locations and participate in wartime and contingency operations where and when there may be a requirement to carry firearms
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position
  • This position meets the professional exemption criteria for the Fair Labor Standards Act (5 CFR 551.207)
  • The employee will be required to travel on military and commercial aircraft./ This meets the criteria of an E-E position and requires that the incumbent or designated alternate to be removed from any military recall status.
  • This position has been designated as Key/Emergency Essential (E-E). In the event of a crisis, selectee must perform the Key/E-E duties until relieved
  • This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively.
  • During a crisis, the incumbent or designated alternate must continue to perform the E-E duties until relieved by proper authority. The same will be required to take part in readiness exercises.
  • Selectee may be required to serve a probationary or trial period./ This position may require travel./ Employee must sign DD Form 2365 as a condition of employment.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: behavioral or social science; or related disciplines appropriate to the position. OR Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes concepts, principles, and theories to analyze and interpret complete social and behavioral data concerning the client; interviewing and counseling to provide clients with vocational, educational, and disability problems to receive, assimilate, and make realistic career, transition, relocation, and other life and work choices; and establish the nature and extent of concerns/issues. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of specialized experience described in the job opportunity announcement combined with some of the graduate-level education as described in the job opportunity announcement. NOTE: You must submit a copy of official transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Due to the use of 120 day rosters, applicants within 120 days of completion of the TIG requirement are encouraged to apply. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of social services delivery systems as well as a wide range of concepts, principles, theories, and practices relating to one or more of the social or behavioral science fields. 2. Skill in conducting interviews to establish the nature and extent of concerns/issues, provide assistance in developing goals and plans, and determine appropriate referral services/options when frequently there is difficulty in determining clients' needs or wants or in convincing them to accept that problems exist. 3. Skill in establishing and maintaining effective working relationships using tact and diplomacy in interactions with individuals/families, leadership of organizations, and with program representatives and officials. 4. Ability to assess and measure organizations' trends, concerns, and needs; assist in identifying and prioritizing goals; and provide guidance and direction for the development and implementation of effective plans and tools to address such issues. 5. Ability to communicate effectively both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
