This position serves as a Supervisory Inventory Management Specialist for non-expendable (NX) assets/material in a VA Health Care System (VA HCS) and supported catchment area. Supervises multiple supply or material classes/series. Is recognized as Material Management Section's subject matter expert and serves as advisor and consultant to the Chief Supply Chain Officer (CSCO) on property management matters for sound material management concepts, practices, and control of all personal property.

Duties

Plans, directs and manages the activities of the Material Management Section, to include property management, equipment management, full warehouse receiving, and distribution. Transportation, mail center operations, and other operations sections may also fall under his/her purview. Conducts short, mid and long-term advanced planning for new and replacement NX assets. Conducts data analysis regarding NX asset needs based on disparate data points including projected lifecycle, down time, repair rates, lost workload, cost, depreciation, trade-in value and other factors which impact procurement decisions. Advanced planning requires significant interaction and coordination with service lines, biomedical engineering, and other stakeholders to balance competing priorities including clinical requirements, technological enhancements, and budget constraints. Participates in VISN and facility strategic planning to support major and minor construction projects, activation of new facilities, and reuse of existing space involving multi-million dollar projects. Develops and supports the creation of acquisition strategies and standardization initiatives to acquire and purchase high-tech, high-cost medical devices, surgical equipment devices and major classes of materials, displaying familiarity with contracting laws and regulations with industry practices. Supports customers and acquisition personnel in developing requirements, utilizing mandatory sources and standardization of sources. Exercises Ordering Officer Authority in determining best value and contract sourcing. Conducts data/information analysis for acquisition planning associated with materials and/or capital equipment. Assists customers in the creation of acquisition artifacts in accordance with the Federal Acquisition Regulation (FAR) and the VA Acquisition Regulations (VAAR) for competition and formal advertisement. Conducts procurement review, analyzing quotations received from vendors and recommends awards using the "best value" approach utilizing factors such as lifecycle, price, payment discounts, shipping costs, delivery times, and specifications in order to make recommendation of award to the vendor that offers the greatest advantages to the Government. Reviews and reports back to Fiscal Service on listings of delinquent payments and receipts of equipment purchase orders. This involves liaisons with procurement officials to correspond with vendors to resolve these issues. Monitors due-in actions, back order reports and delinquent delivery reports and takes proper action to keep delinquent equipment deliveries to an acceptable minimum level. Coordinates final disposition of NX assets, including the reutilization program; organizes requirements of hazardous materials disposal, IT sanitization control; and appropriate shipment and transfer method. Implements Federal and Agency programs to promote maximum utilization of excess generated within the VA and to enable the economical acquisition of other Federal Agencies' excess property. Disposes of surplus or excess property in accordance with specific agency directives and procedures. Acts as the Agent for VA and/or GSA during the sale process and until property is removed from the Medical Center or supported catchment areas. Implements best practices, principles, tools and concepts to evaluate and improve supply system performance. Interfaces with peers, stakeholders and customers throughout the VA HCS and supported catchment area including budget/fiscal, engineering, biomedical engineering, facilities, and clinical/administrative service staff to coordinate the management and control of the entire VA HCS and supported catchment area NX asset inventory and resolve any issues or discrepancies. Develops strategies for implementing all future NX automated replacement systems, supply technologies and/or business practices related to Material Management Section functions. Coordinates with technical specialists on evaluating the impact of anticipated new technologies on supply processes and customer services; resolves conflicting requirements of several supply program areas. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/18/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education s described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Planning, coordinating and executing an inventory and materials management program; Directing and overseeing the lifecycle management of individual assets; Conducting data/information analysis for acquisition planning; Managing and controlling non-expendable equipment and assets; Exercising supervisory responsibilities to include planning, assigning and evaluating work and resolving complaints. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have possess a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must possess a combination of Graduate Education beyond a Master's Degree (leading to a PhD) and Specialized Experience. Such experience and education must demonstrate the knowledge, skills, and abilities necessary to do the work.
