About the Position: This position is located at Ft. Novosel, Alabama, home of the United States Army Aviation Center of Excellence. Fort Rucker is located in the "Wiregrass" area in Southeast Alabama, surrounded by Enterprise, Ozark and Daleville. The geography and climate are ideal for year round military training. Recreation activities are abundant in the immediate and surrounding areas for family and fun.

Duties

Serves as the U.S. Army Combat Readiness Center (USACRC) Freedom of Information Act (FOIA) and Privacy Act (PA) action officer. Serves as the Subject Matter Expert on guidance/information to the U.S. Army Combat Readiness Center (USACRC) command and staff, Department of the Army action officers, action officers within other DOD agencies, the media, and the general public. Provide guidance/information to regarding disclosure of agency records under the Freedom of Information Act (FOIA). Provide guidance/information, as well as guidance to the U.S. Army Combat Readiness Center (USACRC) staff regarding the use of agency records within Department of Defense (DOD). Communicates both verbally and in writing with members of the U.S. Army Combat Readiness Center (USACRC) staff, Army safety field officers, the Office of Congressional Legislative Liaison, Department of the Army. Communicates both verbally and in writing with Casualty Affairs, Veterans Affairs case representatives, various private organizations, the media, accident victims, and grieving family members.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Temporary Duty Travel (TDY) of 10% may be required.
  • Must be able to obtain and maintain a secret clearance.

Specialized Experience: One year of specialized experience which includes providing input, fact sheets, and recommendations for changes regarding successful resolution of complex Freedom of Information Act (FOIA) situations encountered within the different organizations and makes recommendations for policy changes on FOIA and Privacy Act (PA) matters. Independently interpreting civil law and court decisions affecting policy development, promulgation and implementation of the Army-wide programs associated with the Freedom of Information and the Privacy Act (FOIA/PA). This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Knowledge ManagementLegal, Government and JurisprudenceOral CommunicationStrategic Thinking Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
