You will serve as the Mechanical Engineering Branch Head in the Facilities Engineering & Acquisition Division, Public Works Department Norfolk, of Naval Facilities Engineering Systems Command (NAVFAC) Mid-Atlantic.

Duties

You will lead production of facilities mechanical engineering design packages, including design drawings, plans, specifications and design-build requests for proposals. You will review shore facilities mechanical engineering design submittals to provide subject matter expert acceptance recommendations of officials. You and your staff will provide shore facilities mechanical engineering design consultation services to officials during construction. You will track the progress of projects to ensure that they are kept within budget and that the drawings and specifications are completed within allotted design schedules.

• This position may require travel, 25% of the time or less, from normal duty station. You must be able to travel on military and commercial aircraft.

Qualifications

Selective Placement Factor (SPF): This position has an SPF which is current registration as a Professional Engineer (PE) in any state, the District of Columbia, Guam or Puerto Rico. If you meet this requirement, you must provide a copy of your current registration with your application. A copy of a wall certificate that does not show current registration status will not serve to verify you meet this requirement. In addition to the SPF and basic requirements, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Leading production of facilities mechanical engineering design packages, including design drawings, plans, specifications and design-build requests for proposal; 2) Reviewing multiple shore facilities mechanical engineering design submittals to provide subject matter expert acceptance recommendations to officials; 3) Providing shore facilities mechanical engineering design consultation services to officials during construction; 4) Tracking the progress of multiple projects to ensure that they are kept within budget and that the drawings and specifications are completed within allotted design schedules. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
