This position is located within the Facilities Management Service at the VA Medical Center in Bath, NY. The Interior Designer is responsible for the planning, development and implementation of a complete interior design program that presents to the public the image desired.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** The major duties include but are not limited to: Performs and manages work related to the design of interior environments to promote employee productivity, health and welfare, and/or health and welfare of the public; Works as a consultant adviser, specifier and designer of virtually all spaces involved in new construction drawings provided by Architects/Engineers; Influences new construction from activation by in depth knowledge of user requirements and availability of furnishings to satisfy these needs; Develops and directs planning and scheduling of short and long range interior improvement projects for the complex using the five-year facility plan and other programs to project future needs; Originates orders for furniture, window coverings, cubicle curtains, floor coverings, artwork, ambient lighting and accessories based on VA specifications, GSA contract sources and project data; Prepares preliminary space plans for proposed projects, including detailed specifications, to evaluate alternatives; Has responsibility for budgeting projects utilizing a yearly budget of recurring funds and frequently thousands of dollars in non-recurring project funds; Works closely with Engineering Service personnel to assure suitable materials and colors are used in all construction projects; Reviews architect submittal for compliance with VA regulations and facility design criteria, acting as a technical representative for design and finish matters; Prepares presentations to all types of clientele, makes presentations and provides tours; Works daily with the paint shop and the carpentry section in developing paint schedules and color selections, furniture repairs, and specifications for the fabrication of shelving, cabinetry, etc.; Maintains the interior design files which include drawings, specifications, project information, government contracts and regulations pertaining to interior design; Develops and maintains a systematic record of all interior design projects; and Performs other related duties as assigned. Qualifications

To qualify for this position at the GS-11 level, you must meet one of the following: Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of an Interior Designer, and that is typically in or related to the work of the position to be filled. Specialized experience is experience that required the performance of work concerned with the design and alteration of interior spaces to meet functional and aesthetic needs such as: Identifying, researching, and creatively solving problems pertaining to the function and quality of the interior environment; Performing services relative to interior spaces, including programming, design analysis, space planning and aesthetics, using specialized knowledge of interior construction, building systems and components, building codes, equipment, materials, and furnishings; Preparing drawings and documents relative to the design of interior spaces in order to enhance and protect the health, safety, and welfare of the public; Coordinating and integrating the mechanical, electrical, and structural engineering disciplines within the interior context; Managing projects, developing cost estimates, evaluating bid proposals, reviewing construction documents, participating in on-site construction visits, conducting pre- and post-occupancy evaluations, developing standards for efficient space management, etc. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. ~OR~ Education: Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related, with a major study in interior design or other field that included or was supplemented by at least 30 semester hours in interior design, interior architecture, or interior environmental design. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the Interior Designer position. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation. ~OR~ Combination: Equivalent combination of successfully completed graduate level education (beyond the second year) and specialized experience, as described above, which may be used to meet total experience requirements for this grade level. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do the work of the Interior Designer position. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation. ~OR~ NCIDQ Examination: Successfully passed the National Council for Interior Design Qualification (NCIDQ) examination. NOTE: If attempting to qualify based on passage of the NCIDQ exam, you must submit a copy of your certification with your application. Certification cannot be credited without documentation. You will be rated on the following Competencies as part of the assessment questionnaire for this position: Contracting/ProcurementCost Estimation and AnalysisCustomer Service (Clerical/Technical)Decision MakingDesign IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: This is a very active position requiring dexterity related to drafting, drawing, construction sites. Work will require long periods of sitting and long periods of walking or standing. The person in this position will travel on foot to various buildings throughout the station.
