About the Position: This is a permanent position with the United States Army Reserve Command, Army Reserve Internal Review, Audit and Audit Follow-Up Branch, located at Fort Bragg, North Carolina.
Duties
Perform complex analysis related to all aspects of accounting, management control and risk management.
Performs survey work to identify potential operating problems.
Interpret policies and procedures generated by higher headquarters to include implications of immediate-and long-range management activities.
Prepare the overall command response to all external audit agency reports.
Prepare an audit program based on use of the most appropriate advanced audit techniques.
Collaborate with senior level program managers to address and resolve financial management problems and issues.
Serve as the command representative for external agencies regarding their inspections, surveys, and/or audit findings and recommendations.
Negotiate with external agency officials to bring about agreement regarding controversial findings.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires you to obtain and maintain a FINANCIAL MANAGEMENT Level 2 Certification for the duration of employment.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Auditor:
Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting.
or
Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:
A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One full year of specialized experience which includes: Independently developing and implementing complex audit plans and programs that clearly define scope and steps to accomplish project objectives in accordance with Government Auditing Standards; Planning, coordinating, and conducting audits in accordance with Government Auditing Standards; Developing methods to isolate and identify conditions affecting mission capability, susceptibility to fraud, and the potential for increased efficiency; Independently conducting and/or assist staff auditors in conducting segments of audits of large organizations; Preparing draft and final audit reports that accurately report condition, criteria, cause, and effect and proposes viable recommendations for corrective actions, and Presenting findings and justifying recommendations in meeting or conferences. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
