The primary purpose of this position is to serve as a Quality Assurance Specialist in the evaluation/audit areas to observe and determine quality of in-process and after-the-fact maintenance, ensure prescribed technical and management procedures are followed; This is a developmental position with known promotion potential to the target position of GS-1910-11.
Duties
Serves as the Quality Assurance Specialist (QAS) for the planning, implementation and execution of a quality assurance program that includes the full range of quality principles, concepts, inspection techniques, surveillance and evaluations related to quality assurance functional programs of all assigned aircraft, aircraft components, and associated systems.
Serves as primary technical advisor within the maintenance organization of aircraft and ground support equipment and processes.
Manages and administers various quality assurance programs.Administers unit aircraft weight and balance program.
Performs Technical Order Distribution Office (TODO) manager duties and responsibilities.Utilizes Enhanced Technical Information Management System (ETIMS) to manage the maintenance organization technical order (TO) library and aircraft and equipment systems technical software; performs spot checks of TO library and technical software to ensure technical data is up to date.

Qualifications

GS-09:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes which includes knowledge of the principles, concepts, and theories of quality assurance and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments. Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives. Knowledge of the occupation to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly.

EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position LL.B. or J.D., if related. COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
GS-11:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes which includes comprehensive knowledge or quality assurance/control concepts, methods, principles, and practices to plan, direct, and/or accomplish a variety or work assignments involving all facets of a quality assurance program. Knowledge or aircraft, related equipment and supplies, including manufacturing and processing methods, testing and inspection techniques, and the interrelationship of functional parts and assemblies. Knowledge of operating policies and procedures and related functional/administrative activities such as procurement, engineering, production, and supply to effect appropriate interface/coordination of quality assurance plans and programs. Knowledge of current computer system hardware and software support at the organization to include eTools, CMDs, workstations, file servers, operating systems and application software packages.

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position or LL.M., if related NOTE: You must submit a copy of transcripts.

Demonstrated skill in establishing and maintaining effective interpersonal relationships throughout the various departments and skill to coordinate quality assurance plans and functions with these activities.
