This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Shortage Category and/or Critical Need Positions to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Lead Police Officers are directly responsible for three or more DACP Officers/Military Policeman during a shift.

Duties

The incumbent serves as a Lead Police Officer assigned under the authority of the Senior Commander at IMCOM supported installations. Directly responsible for three or more DACP Officers, Military Policeman (MP) and on some installation, DA Security Guards (DASG), while on shift as outlined in the Patrol Distribution Plan (PDP). Oversees DACP and/or MPs collecting and preserving evidence, conducting long and short-term investigations on criminal cases. Analyzes facts to identify suspects and develops case information for use in pressing charges and bringing suspect to trial. Appears in court to testify as required in Military Court Martials or Federal and State Court proceedings. Instructs employees in specific tasks and job techniques, and provides on-the-job training to new employees in accordance with established procedures. Ensures the adequacy of working conditions such as vehicle operation and safety. Operates the National Crime Information Center (NCIC) terminal in accordance with federal and state laws to transcribe data. May recommend approval of leave for a few hours or in emergency situations, informs employees of available employee services, and resolves informal complaints of employees.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must have graduated from the United States Army Civilian Police Academy (USACPA), unless incumbent has a current approved waiver from the Office of the Provost Marshal General (OPMG). You must submit your certificate/waiver with your application.
  • Incumbent must be able to obtain and maintain a valid Secret clearance.
  • Incumbent must be able to successfully pass training or certification requirements for first aid/CPR and National Incident Management System (NIMS) training requirements.
  • Incumbent must successfully pass a pre-employment medical evaluation and annually thereafter.
  • Incumbent must be able to pass a Physical Agility Test (PAT) within 30 days of hire date and annually thereafter.
  • Incumbent must comply with the requirements and maintain certification under the Individual Reliability Program (IRP).
  • This position is subject to the 1996 Lautenberg Amendment to the Gun Control Act of 1968. Persons convicted of a misdemeanor or felony crime of domestic violence are not eligible for this position.
  • Incumbent in this position is designated as mission essential during inclement weather conditions or other emergency conditions and must remain on or report for duty as scheduled.
  • Incumbent must possess a valid state driver’s license and be able to obtain and maintain a government motor vehicle operator’s license.
  • Hours of work is subject to irregular and/or rotating shifts, evenings, nights, weekends and holidays. Incumbent is required to work overtime as directed and is subject to recall for emergency overtime.
  • Incumbent must wear a uniform and comply with the Army Civilian Police dress requirements and maintain a high state of appearance and hygiene in accordance with AR 190-56.
  • Incumbent must be proficient in the use of assigned firearms/weapons, pass an initial qualification, and must qualify semi-annually thereafter in the use of assigned firearms/weapons.
  • Incumbent is subject to possible civil action due to improper exercise of authority or injudicious use of force in the apprehension or detention of individuals.
  • This position has a requirement to lift up to 50 lbs. in the regular performance of duties.
  • This is a Term position scheduled to last 13 months. A term position may be extended to a maximum of six years depending upon the needs of management. This position may be made permanent.
  • This position requires the employee to use personal protective equipment provided by the employer.
  • This position is subject to an initial drug screening, and random testing thereafter. A negative drug test result must be received by human resources within 30 calendar days after the Entrance on Duty (i.e., start date).
  • Selectee’s inability to successfully pass or refusal to conduct the drug test may result in the job offer being withdrawn during the recruitment process or subsequently being removed from Federal service for failure to meet a condition of employment.

You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes responding to and investigating emergency calls, complaints and other calls for service; exercising search and arrest authority; conducting traffic patrol using specialized equipment such as radar, Lidar and breathalyzer; and operating National Crime Information Center (NCIC) terminal. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).
