You will serve as a SUPERVISORY PROGRAM MANAGER in the Navy Reserve Community Management Division (BUPERS-35) of MILITARY COMMUNITY MANAGEMENT DEPARTMENT (BUPERS-3).

Duties

You will function as the technical and administrative supervisor for the civilian personnel within the division. You will rate the performance for the civilians in the section. You will be responsible for planning work to be accomplished by subordinates and setting immediate priorities and preparing schedules for completion of work. You will coordinate with Navy Total Force commands in the planning, execution, and management of manpower, personnel, and training functions, fleet manning, officer and enlisted career management. You will translate broad organizational objective and general guidance into detailed work plans to accomplish management and information system tasks required. You will routinely present complex and responsive subject matter briefings to all levels of the Department of the Navy concerning the current and proposed programs influencing and affecting Navy Reserve Community Management. You will work closely with other functional and operational managers, and other commands, in the development of information support requirements and in the formulation of long-range plans to meet those requirements within BUPERS-35. You will provide information and participates in Public Affairs settings such as, but not limited to, Navy Times, Navy Newsstand, Stars and Stripes, and The Navy Reservist magazine. You will manage the development of recruiting and accession quotas based on identification of aggregate number for recruiting accession quotas. You will manage the determination of officer promotion and enlisted advancement opportunity, as well as retention/continuation requirements. You will execute force shaping policies including Force Shaping, Administrative Separation, Age, Time in Grade, Transfers, Definite-Indefinite Recalls, Retire-Retain, High Year Tenure, rating conversions, and withdrawal of personnel action requests. You will manage the assessment and adequacy of community inventory and pay grade mix to the approved OPNAV N13 Strength Plan. You will manage the Officer Community Manager input into the Navy Manpower and Personnel System (NMAPS) process. You will perform in depth analysis of the metrics and develop action plans to address indicators of concern. You will work closely with OPNAV N10, N12, N13, and OCNR staffs in support of policy formulation and execution as it pertains to Navy Reserve Community Management.

Qualifications

To qualify for the Information SUPERVISORY PROGRAM MANAGER, GS-0340-13, your resume must demonstrate at least one full year (52 weeks) of specialized experience equivalent to the level of difficulty and responsibility to that of the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience as the subject matter expert in generating and developing new policies and procedures for the Department of the Navy. Navy Reserve manpower, personnel, and community management. Experience understanding the principles, practices and the utilization of the Total Force Manpower Management System (TFMMS), Navy Retention Monitoring System (NRMS), Officer Assignment Information System (OAIS), Enlisted Assignment Information System (EAIS), Online Distribution AD HOC Information System (ODIS), Data Retrieval Facility (DRF), Navy Reserve Data Warehouse (NRDW), and Microsoft applications. Experience as the subject matter expert providing a wide range of technical methods, principles, and concepts of agency program objectives, policies, and regulations pertaining to manpower requirements, officer programmed authorizations (OPA), enlisted programmed authorizations (EPA). Experience applying a comprehensive and thorough knowledge of laws, regulations, and instructions to reserve officer and enlisted manpower resource management. Experience retrieving, analyzing, and reviewing manpower metrics and data to develop and present briefings and long-range forecasting. Extensive experience utilizing analytical skills to identify, interpret, and apply logical and cognitive reasoning to problems to recommend and affect alternative solutions to resolve conflicts. Extensive experience in comprehensive manpower management policies and billet structure including executing billet shifts, trades, transfers, and deletions.
