You will serve as the Deputy Commander for Undersea Warfighting Development Center (UWDC) located at UWDC Headquarters, Naval Submarine Base New London, Groton, CT.

Duties

You will develop and direct implementation of the overall strategic plan to shape UWDC to carry out assigned missions, and via networking, project ahead regarding future needed changes. You will foster high performance by fleet operators from Carrier and Expeditionary Strike Groups and other deploying forces in integrated undersea warfare operations. You will provide high fidelity undersea warfare training for senior officers Flag and General Officers serving as Commanders. You will promote rapid delivery to Fleet operators of selected new undersea warfare technologies and associated Concept of Operations through aggressive support of fleet experimentation. You will serve as a leader of the Undersea Enterprise's Transitional Advisory Board for emerging undersea warfare technologies that yield the greatest warfighting improvement. You will oversee the battle rhythm of the Undersea Warfare Fleet Collaborative Team to produce a single, threat-based Integrated Prioritized Capability List, which will represent the warfighting equities for the entire Undersea Domain. You will lead and manage a high-tempo, operational environment entailing aspects of crisis action planning and execution to maintain trained and ready forces for on-going real world contingencies/crises. You will make decisions based on multiple levels of input and analysis, to include joint and congressional interface. You will oversee the development, presentation, defense and execution of the Undersea Warfighting Development Center budget. You will manage and oversee the entire organization of subordinates, and anticipate and initiate actions to obtain funds required for further programs and for defining, attracting, training, and retaining skills needed for mission accomplishment.

  • You will be required to sign the Reassignment Rights and Obligations Agreement as a condition of appointment into the SES in accordance with DoD Directive 1403.03.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • May be required to successfully complete a 1-year SES probationary period.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Knowledge of naval and joint requirements, resource and acquisition processes and the naval and joint doctrine processes, to include knowledge of key Joint and Joint Force Maritime Component Commander (JFMCC) warfighting concepts. 2. Expert knowledge of naval undersea warfare tactics, sensors, weapons, and training tools. Knowledge of naval Strike Force, Strike Group and theater operations. 3. Knowledge of national and naval strategic papers and experience applying precepts of these documents to policy and planning initiatives, or equivalent experience. 4. Ability to plan, direct, and coordinate broad near and long-range goals to expedite the transition of program development into operations, both naval and joint arenas.
