This position is located in the Department of Homeland Security (DHS), United States Coast Guard (USCG) Headquarters, Commandant (CG-08), National Pollution Funds Center, Legal Division (CL), in Washington, D.C.
Duties
As a General Attorney-Advisor you will serve as a legal subject matter expert and guidance to staff members of the Center and associated field units. You are responsible for evaluating claims by and against Oil Spill Liability Trust Fund and providing litigation support to the Department of Justice.

Qualifications
All Candidates must possess a J.D. or LL.B degree from an accredited law school;ANDMust be a member in good standing of the appropriate licensing authority of any state, territory of the United States, Commonwealth of Puerto Rico or District of Columbia bar.
AND
To qualify for the GS-14 level position, you must have successfully completed at least one full year of Specialized Experience as a practicing attorney equivalent to the GS-13 level in the Federal service as reflected in the nature and complexity of casework and legal issues for which responsible. The types and complexity of cases and work involved in handling them are evaluated to determine the level at which you have performed. ‘Specialized Experience’ is experience that included duties requiring:
Expert ability in federal litigation practice and procedure, with particular emphasis in environmental litigation, maritime litigation, and administrative law litigation;
Expert abilities in admiralty law, maritime law, and environmental law including applicable regulations and industry practices;
Expert knowledge and understanding of fiscal law, contract law, natural resource damages law, oil and gas law, bankruptcy law, FOIA/PA law, ethical standards, and procurement law;
Expert in debt collection law and regulations controlling cost-recovery efforts by federal officials;
Expert in insurance coverage for pollution provided by P&I clubs, insurance syndicates, and other insurers, insurance practices, deductibles, limits and defenses, and state direct action laws;
Expert skill and ability in oral and written communication.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.
