This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DOD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as a Engineer and performs a variety of professional engineering duties related to the technical support of construction, maintenance, and operation of navigable waterways in the Mobile District.
Duties
Perform a variety of professional engineering duties related to the technical support of construction, maintenance, and operation of navigable waterways.
Participates and provides study direction for evaluation of dredged material disposal for existing and future projects.
Provide technical guidance for short-term and long-term support of a portion of the District's projects, which include 24 coastal, 6 deep draft, and 4 inland river projects.
Reviews contract plans and specifications to ensure technical adequacy of scope of work, project conditins, technical provisions, environmental and right-of-way provisions.
Participate in the resolution of contractor claims.
Arrange and attend metings with state, city, and county officials to work out details of local cooperation and other phases of dredging activities.
Serve in a liason capacity with responsibility for disseminating environmenta information and guidance for long term dredging and disposal programs.

For the GS-11:
Specialized Experience: One year of specialized experience which includes 1.) Developing formal contract technical specifications, 2.) Performing quality assurance inspection of contract dredging and equipment rental contract activities, and 3.) Performing technical studies and prepares necessary technical data for dredging contract. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Civil Engineering.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
For the GS-12:
Specialized Experience: One year of specialized experience which involves dredging and disposal of materials that includes: 1) Managing a large complex project, or several projects at once (e.g., projects impacting multiple departments within your agency or multiple external agencies); 2) Managing a program with high visibility and world-wide impact ; 3) Creating short term and long term budgets for projects ; 4) developing plans, schedules, and project estimates; 5) delivering oral and written presentations on project status, technical problems, scheduling, and cost to the team and management officials; and 6) developing, documenting, and reporting on plans and procedures to improve project efficiency, customer support, and system performance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
