This position is located in Mesa Verde National Park, in the Visitor and Resource Protection Division. This position serves as a commissioned federal law enforcement officer at Mesa Verde National Park, responsible for the enforcement of all applicable federal and state laws and regulations within the scope of jurisdiction. Duties

Major Duties: Detection, investigation, apprehension, and prosecution under applicable laws, rules, and regulations enacted to insure the protection and safe use of National Park resources. Field training, emergency medical services, search and rescue, structural firefighting, special response, technical rescue, and helicopter rescue. Oversees the field operation and directly supervises up to 4 permanent employees and up to 4 seasonal employees. Develops goals, objectives, plans, SOPs and other documents based on the framework of the National Park Service (NPS) policies and directives to accomplish management objectives. Leads the Park Structure Fire Program keeping in compliance with RM-58. As a Supervisory Park Ranger you will lead daily operations and direct the completion of collateral duties related to training and leadership. You will supervise GL-9 permanent and seasonal law enforcement rangers as well as non-commissioned staff and park volunteers. You will conduct and supervise the detection of criminal activity, investigation of criminal violations, and custodial arrests. You may prepare and execute warrants, interview witnesses, and detain suspects. You will ensure the completion of comprehensive written reports. You will conduct and/or supervise gathering of law enforcement, security, and intelligence information relating to the park, its facilities, events, mission, or visitors. You will set work goals and ensure all employees receive required training in a timely manner; identify operational requirements and make recommendations to your supervisor regarding programming, budgeting, training, administration, and evaluation of operations; and schedule patrols to maximize visitor contact with special consideration to problem areas. You will supervise and lead complex law enforcement, all hazard, emergency medical, and search and rescue operations as well as provide emergency medical services to park visitors and residents. In addition, you will participate in all aspects of employee supervision including performance planning and appraisals, employee recognition, and employee counseling. Physical Demand: The position requires strenuous and rigorous physical activity including periods of standing. walking over rough terrain, recurring bending, crouching and squatting, stretching, reaching, lifting and carrying heavy objects. Some activities will occur in physically dangerous areas or austere environments. The incumbent must be capable of performing arduous duties at elevations between 6000 feet to 9000 feet in changing climatic conditions to include winter and summer seasons. On occasion may carry a backpack as heavy as 50 pounds. The incumbent must be able to work in situations that can be hazardous. Dangerous persons, many of whom are known to carry weapons, must be physically confronted, subdued and apprehended. The incumbent must meet medical and physical requirements to obtain and maintain a NPS Type 1 Law Enforcement Commission. Incumbent is also required to participate in a mandatory physical fitness program that will ensure they are physically fit to perform rigorous law enforcement functions. Work Environment: The work environment involves everyday risks and discomforts which require normal safety precautions typical of office settings, meeting and training rooms and passenger vehicles. Incumbent must also work in environments outside of office settings and require work outdoors, day or night, in all types and conditions of weather and terrain. Prolonged periods of rigorous physical exertion may be required when responding to law enforcement incidents, search and rescue, structural fire and other emergency operations. There is exposure to higher risks when actively participating in law enforcement functions. The incumbent is required to wear a firearm as part of the defensive equipment, specialized protective equipment or gear such as electronic control devices, pepper spray, additional weapons platforms, and duty belts that are heavy in nature. Assignments will have periods of high stress that is recurring and detrimental to both the physical and mental health of the incumbent.

Requirements - Conditions of Employment Continued: Prior to appointment, you must be determined physically fit by an authorized government physician to perform strenuous and physically demanding duties; and also pass a medical examination (which includes vision, hearing, cardiovascular, and mobility of extremities) given by an authorized government physician. You will also be required to undergo periodic medical examinations throughout employment. The position to which you will be appointed is subject to a financial disclosure reporting requirement and you will be required to complete a new entrant Confidential Financial Disclosure Report (OGE Form 450) within 30 days of your appointment. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. Must possess or be able to successfully obtain and maintain Wildland Fire Fighter certification. Provide a copy of your Red Card with your application if you currently possess any certifications. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. You may be required to complete training and operate a four-wheel drive vehicle. Government housing is available, but not required. Selectees who maintain a residence outside the park will respond from their residence to emergency calls involving human life and safety and/or law enforcement protection of park resources within the time frame indicated below. Incumbent will be required to respond to the park's Entrance Area (Visitor Research Center, Entrance Kiosks, Fee Management Building) within 15 minutes of their residence outside of the park. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You may be required to travel overnight away from home on an occasional basis. You must obtain a government charge card for travel purposes. You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement. QUALIFICATIONS - All qualifications must be met by the closing date of this announcement-03/25/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. Selective Factors: Applicants must meet ALL of the following to qualify: National Park Service Type 1 Law Enforcement Commission: Must currently possess, previously held (within the past three years), or be able to obtain a valid Type I or higher National Park Service (NPS) Law Enforcement Commission by close of this announcement. Previous Law Enforcement Experience: In addition, for positions covered under 6(c) as secondary-administrative, management has certified that a MANDATORY PREREQUISITE exists -- prior experience in a primary law enforcement position or equivalent experience outside the Federal Government, is a mandatory prerequisite. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Examples of specialized experience could include: Conducted or supervised law enforcement, investigative work, search and rescue work or fire management work in a park, recreation, or conservation area; Conducted, supervised or led development and implementation of policy related to protection, incident command system, or management of park emergency operations or other similar work. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least three full years of graduate level study leading to a Doctorate, Ph.D., or equivalent degree at an accredited college or university in directly-related fields such as natural resource management, natural sciences, earth sciences, history, archaeology, anthropology, park and recreation management; law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, or sociology. You must include transcripts. -OR- Successful completion of a COMBINATION of education and experience as described above. To combine education and experience, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 36 semester hours, and divide by 18 semester hours or equivalent. Then, take the number of months of experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify.
