Duties

Serving as a Mechanical Engineer GS-0830-13 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is located in the Design and Construction Branch under the Facilities Management Division. In this position you will be responsible for planning a broad program of development and coordinative functions relating to engineering design and construction of large, complex, and specialized training and support facilities that constitute major projects in the Center's construction program. Typical assignments include: As the principal engineer and liaison, coordinating project development with various training offices and customers, special interest groups, Federal, State, and local regulatory agencies, procurement officials, Corps of Engineers, etc. Resolving conflicts and achieving consensus on issues arising in all phases and aspects of project development. Monitoring and guiding progress of projects through all stages. Recommending or making adjustments in schedules or scope of work to ensure that all resources are used on a timely basis and in such a manner to produce optimum benefits and fulfill statutory requirements and technical engineering objectives. Originating and overseeing design schedules and guides and participating in establishing priorities for approved projects. Conducting site surveys, evaluations, and similar planning activities for proposed facilities and sites for new training centers throughout the United States.

  • Must possess and maintain a valid state issued driver's license to conduct official government business.
  • Occasional travel may be required.
  • Required to complete an OGE 450, Confidential Financial Disclosure Report, within 30 days of starting your federal employment and annually thereafter as long as you occupy a position that requires financial disclosure reporting.
  • Must be able to obtain and maintain Federal Acquisition Certification for Program and Project Managers (FACP/ PM) (Entry, Mid-Level, or Senior Level) certification.
  • Must be able to obtain and maintain Federal Acquisition Certification – Contracting Officer Representative (FAC-COR) Level III certification.

The qualification requirements listed below must be met by the closing date of this announcement. Basic Requirements: All applicants must meet the requirements in A or B below: A. Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. -OR- B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, AND (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration -- Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. or 2. Written Test -- Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico. In addition to the basic requirements listed above, to qualify at the GS-13 grade level, applicants must meet the following: Your resume must demonstrate that you have at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the federal service or equivalent experience in the private or public sector providing professional engineering advice and direction to organizations carrying out facilities design and construction and experience serving as a leader for engineering work teams consisting of an engineer, project manager, and construction representatives. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary.
