performs a variety of standardized functions that support the Commercial Services Program, where the requirements are typically well-defined and have precedent. The incumbent performs work within the following areas: Legal Framework Commercial Services Development Monitoring and Evaluation Data Collection and Analysis Customer Service and Collaboration Business Acumen Negotiation Asset Management

Duties

Incumbent supports the Commercial Services Program performing a variety of duties involving Legal Framework, Commercial Services Development, Monitoring and Evaluation, and Data Collection and Analysis, reviewing applicable laws, regulations, polices, guidelines, and contract language in order to develop an understanding of the regulatory framework guiding the management. Administers the concessions program for the park, which includes preparing detailed and specialized prospectus documents. Formulates funding needs and develops long-term plans for the effective management of the concession programs and expenditures at the park level. Provides assistance and direction to park managers and staff regarding commercial services (e.g. development of concession operating plans, contract issues). Review and/or analyze information related to concessioner operations, including operations costs and revenues, and fulfillment of contractual financial obligations. Duties at the entry level are the same but will have a grace period of more oversight. Physical Demands: Concession facilities include (but are not limited to) Commercial buildings, commercial kitchens, restaurants, retail facilities, rental cabins, campground, and assigned landscapes. While some work is performed in an office setting, the position requires familiarity with park resources and concession facilities and services which may include may require hiking on park backcountry trails, overnight stays in the backcountry which require carrying a heavy backpack, horseback riding, bicycling, rafting, extensive walking, etc. There may be some requirements to travel on water vessels and small aircraft. A current driver's license may be required. Working Conditions: For work conducted in the office environment, the risks include those typically found in an office environment. Normal safety precautions typical of such places should be observed (e.g., use of safe work practices with office equipment, avoidance of trips and falls,). Travel within and away from the park area may be necessary and frequent in order to provide support for the program for the purpose of attending meetings, training programs, conferences, and site visits. For work conducted in the field, the risks involve those typical for visitors of the Park, and may include confrontations with wildlife and exposure to the elements. Depending on the Park, risks may involve those customary when working with or riding horses, being a passenger on a boat, working in and around historic structures, hiking on challenging terrain, and being a passenger or driver of a motor vehicle. Duties will be developmental in nature when filled below the full performance level. Promotion to the full performance level is neither guaranteed nor implied and will be based solely on your ability to satisfactorily perform the work of the position, existing work at the higher grade level, and recommendation by the position's supervisor. A Recruitment Incentive May Be Authorized for a newly selected employee when appointed to a permanent, temporary, or term position. A Federal employee who is transferring to the National Park Service from another component, bureau or Federal agency and who does not meet the conditions under 5 CFR 575.102 is not eligible for a recruitment incentive.

Qualifications

All qualifications must be met by the closing date of this announcement-03/22/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-07 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped the applicant with the knowledge, skills, and abilities needed to successfully perform the duties of this position. Example of specialized experience include participating in developing plans for commercial services in order to provide necessary and/or appropriate services through concession contracts and commercial use authorizations or similar experience; participating in evaluations of concession operations and facilities to determine if they meet requirements and regulations or similar experience; drafting written documents, reports, and correspondence related to concessions and commercial services or similar experience; and responding orally to inquiries regarding the agency's activities, mission, and goals or similar experience. Work with operational, maintenance, environmental, risk management, public health, and other applicable standards used to evaluate commercial services. You must include hours per week worked. .-OR- EDUCATION: Successful completion of at least 1 year graduate education or I have successfully completed a bachelor's degree from an accredited college or university, and must meet one of the following requirements for Superior Academic Achievement at the undergraduate level: 1) Class standing -- Graduated in the upper third of the class based on completed courses in the college, university, or major subdivision; 2) Grade-Point Average (G.P.A.) 2.95 or higher out of a possible 4.0 scale as recorded on official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; or 3) Election to membership in a national scholastic honor society. Your education must have provided you with the knowledge, skills, and abilities necessary to do the work of this position. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. (To combine education and experience, first divide your total months of qualifying specialized experience by 12. Then divide your graduate education by 18. Add the two percentages together. The total percentage must equal at least 100 percent to qualify). You must include transcripts. To qualify for this position at the GS-09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: Must haveat least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). Examples of specialized experience include performing complex financial and operation management duties for concessions typically found in the hospitality industry or similar industries, implementing policies and procedures relative to a business management program in the hospitality or similar industry. conducting periodic evaluations for concessioners in a park or recreational area, assisting with the preparation of prospectus documents or requests for proposals for service contracts, monitoring service providers for adherence to applicable laws, regulations, and policies; evaluating proposals for commercial services; performing basic analysis of collected data; or assisting with contract negotiations; monitoring commercial use authorization providers for adherence to their authorizations or similar experience; processing commercial use authorizations or similar experience; and participating in operating plan development for commercial use authorizations or similar experience .-OR- EDUCATION: Must haveat least two full academic years of progressively higher-level graduate education in a related field of study, or a master's degree, or equivalent graduate degree, or LL,B or J.D. that is related to this position. You must include a copy of your transcripts. -OR- Must have a combination of experience and education. For example, I have six months of the specialized experience described above (50% of the experience requirement), and 27 semester hours or 41 quarter hours of graduate education in a related field (50% of the qualifying education). Only education in excess of the first year may be used to qualify. You must include a copy of your transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
