You will serve as a Paralegal Specialist at the GG-09 grade level responsible for supporting the Staff Judge Advocate (SJA) and General Counsel (GC) in a variety of duties involving military law, administrative law, and personnel law to include the Freedom of Information Act (FOIA).

Duties

You will research current legislation, regulations, directives, and decisions of various courts and administrative bodies for the purpose of keeping the Staff Judge Advocate (SJA) and General Counsel (GC) abreast of the current state of the law. You will participate in analyzing and summarizing substantive information on statutes/legal subjects, and conduct investigations as directed by the Staff Judge Advocate (SJA) and General Counsel (GC). You will assist the General Counsel (GC) with research of general and complex Equal Employment Opportunity (EEO)/Merit Systems Protection Board (MSPB) policies and procedures.

Requirements

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • PPP applicants must currently hold the required security clearance.
  • This position may require a polygraph examination.
  • This position may require a 2-year DCIPS Trial Period.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Applicants must be able to achieve and maintain the adjudicative standards set forth in the Director of Central Intelligence Directive 6/4 for continued employment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS/GG-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: Analyzing and summarizing substantive information on statutes, legal subjects, and conducting investigations as directed by the command. Assisting with analyzing issues pertaining to Freedom of Information Act (FOIA) policy, procedures and practices. Assisting with researching investigations to collect preliminary fact-finding data. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successful completion of a master's or equivalent graduate degree.

OR

Successful completion of two full years of progressively higher level graduate education leading to a master's degree.

OR

Obtained an LL.B. or J.D. that is related to the position being filled.

OR

Combination of experience and education as described above that equates to one year of experience. Your percentage of the required education plus your percentage of the required experience equal one hundred percent.
