This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as a Leader of four or more employees engaged in trades and labor work exercising responsibility for control over work operations.

Duties

Grade surfaces, compacts soils, and rolls to exact specifications on flat or rolling terrain. Moves earth on steep slopes, graded curves and shoulders, rocky ground, and other surfaces with rough features. Read engineering stakes to determine degree/angle of fine grading (blue topping) required of slopes, inclines, ramps, curves, roadbeds, and building and sloping banks to exact specifications. Maintain dam, dam site, and reservoir area in good condition. Perform maintenance inspections, on a continuing basis, on mechanical equipment, utility systems, buildings, and other structures and property at flood control dam. Services and repairs machinery needed to operate flood control dams. Remove and reinstall rebuilt electric motors and hydraulic pumps. Skill in Electrical, Welding, Carpentry, Plumbing, and Painting work, sufficient to effectively perform, check, and provide quality control of the finished product of subordinate employees performing such duties. Works along with other workers and sets the pace demonstrating proper work methods. Maintain current knowledge and answer questions of other workers on procedures, policies, written instructions, and other directives.

  • The duties of this position require the incumbent to possess or obtain and maintain a valid commercial state Driver's License (CDL) in one of the 50 U.S. states or possessions to operate vehicles.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. This position is subject to a pre-employment screening, and random testing thereafter.
  • This position requires the employee to use personal protective equipment provided by the employer.

Qualifications

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Engineering Equipment Operator Leader~ without more than normal supervision. Engineering Equipment Operator Leader Screen Out: I have the ability to perform common Engineering Equipment Operator Leader duties. I can operate heavy equipment to include: bulldozers, loaders, dump trucks, excavators, backhoes, and machinery to operate flood control dams. I can interpret an operator's manual to determine maintenance requirements. I work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. - Failure to meet this Screen out Element will result in an ineligible rating. Works in tiring or uncomfortable positions for long periods. The work requires frequent standing, bending, crouching, kneeling and climbing. Frequently lift and carry tools and equipment weighing up to 50 pounds and occasionally items weighing more with assistance of material lifting devices or other workers. Work is performed in both the field and shops. Incumbent is exposed to extreme heat and cold, noisy, dirty, and dusty areas, uneven ground, and insect and reptile stings or bites. There is danger of drowning when working on flood control structures. Is exposed to inadequately heated areas, as well as, dirty, greasy, fumed, and noisy areas. Possibility exists for injury from dropped parts, slipping tools or slipping from work positions. Work inside is usually performed on concrete floors, which is fatigue producing from long periods of standing and stooping. Incumbent is exposed to disagreeable fumes from exhaust of engines, minor cuts and bruises from working in close places and hazards of moving vehicles, equipment, machinery, swinging loads, overturning, and breakage of cables. Subject to bruises, broken bones, and strained back.
