Position may be filled as a temporary promotion or detail NTE 13 months by a current permanent Army employee. Temporary promotions may be extended up to a maximum of five years.
Employees are not eligible for a detail in the OCONUS area unless already residing in the same overseas area (foreign or non-foreign) as the position being filled
Duties
Perform seasonal gardening tasks in accordance with directions such as even application of fertilizer to prevent burning or underfeeding; placing seeds or plants at proper dept.
Marshal incoming aircraft to designated parking area using standard hand and/or light signals.
Operate two-way radio equipment in vehicles operated when receiving instructions from Air Traffic Control tower and/or Airfield Operations management.
Responsible for attaching the proper tow bar to the aircraft and/or tow bar for maintenance needs, to ensure the aircraft is ready for movement.
Operate tractor controls while making difficult clearance judgments of distant wing and/or tail sections, while following instructions.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- May require irregular duty hours including shift work (days and nights) and/or working to provide coverage on evenings, weekends, holidays (1st Shift: 0800-1600 and 2nd Shift: 1600-2400).
- Incumbent is required to work inside and outside. Inside work is done in drafty, noisy areas, and fumes are usually present.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs.

Minimum Qualifications (Screen Out Element): Ability to do the work of an Aircraft Attendant (Motor Vehicle Operator) without more than normal supervision. Skilled in operating two-way radio equipment in vehicles operated when receiving instructions from Air Traffic Control tower and Airfield Operations management, skilled in the use of grounding devices, chocks, electrical power units, maintenance stands, boarding ladders, heavy duty tow tractors, or sweeper trucks to position and operate ground support equipment in regard to the aircraft, expert and work with a high degree of independence, sweeper trucks to position and operate ground support equipment in regard to the aircraft. - Failure to meet this Screen Out Element will result in an ineligible rating.

Physical Efforts: Work requires moderate to heavy physical effort to lift objects weighing up to 50 pounds requiring the use of both arms and legs. Moderate effort is exerted while operating vehicles, marshaling aircraft to parking areas. Incumbent is required to kneel, stand, stoop, bend, reach, climb, crawl and work in tiring positions. Works on stands and in hard to reach places. Incumbent is required to wear appropriate safety equipment and clothing in the performance of assigned tasks, and to observe applicable safety regulations.
Working Conditions: Incumbent is required to work inside and outside. Inside work is done in drafty, noisy areas, and fumes are usually present. Outside work is done in occasional bad weather. Incumbent works in dirty, dusty, and greasy areas; in close proximity of moving propellers and danger from fire, falling objects, high noise levels, oils, hydraulic fluids, and inhalation of fuel fumes. Subject to injury from falls from ramps and trucks and burns caused by fuels and vapor explosions. There is also frequent exposure to the possibility of cuts, burns, shocks, strains, and broken bones. Incumbent will be required to wear protective equipment, i.e. respirators, safety glasses, etc.
