This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is located at Lower Granite Natural Resources Office, operated by the U.S. Army Corps of Engineers, and situated in Clarkston, Washington. The Natural Resources Office maintains and oversees multiple recreation sites and resources.

Duties

Plan, direct, and apply efficient and effective applications for the overall success of the Operations and Maintenance of all Natural Resources Management programs at a multi-purpose project. These management programs include: Recreation, Fish and Wildlife, Levee Maintenance, Shoreline and Encroachment, Cultural Resources, Invasive Species and Fire Protection. Supervise implementation and coordination of approved mitigation plans and other authorized land management plans. Establish, inspect and maintain the Government boundary line to prevent conflicts with adjacent property owners. Examine permit applications and monitor licenses, permits, leases and easements to insure compliance of the approved plans. Participate in public meetings and information exchanges with groups, local committees, concessionaires, courts, media, etc., on matters affecting the Corps of Engineers policies and activities. Engage and collaborate with Tribes, local, state, and federal partners to seek mutual benefits through partnerships and agreements within authorities. Assure project is fully functional for flood risk management. Responsible for the preparation, justification and support of budgets, obligations and expenditure schedules and spreadsheets. Network closely with peers at other operating projects to ensure best management practices are being developed and utilized throughout the Walla Walla District and specifically the Lower Snake River projects. Enforce Title 36 CFR, Part 327 on project lands. Provide direct supervision and leadership to a Natural Resource Management staff of 28 employees. This includes direct supervision of 6 employees (Supervisory Natural Resource Manager, Natural Resource Specialist, Wildlife Biologist, Contract Performance Specialist, Facilities Service Assistant, Maintenance Supervisor). Act as higher level reviewer of 22 employees (Rangers and Maintenance Workers).

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The incumbent is required to operate motor vehicles up to 7500 GVW
  • Must be able to obtain and maintain a Corps of Engineers boat operator's license.
  • Driver's License Required.

Additional information about transcripts is in this document. Basic Requirement for Natural Resources Manager (0401): A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience equivalent to at least the GS-11 grade level in the Federal service which includes experience overseeing a natural resource and/or recreation program performing program planning, budgeting and public liaison in three (3) or more of the following functional areas: soil conservation, timber management, fisheries management, wildlife management, cultural resources management, land management, or park and recreation management. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
