You will serve as a Transportation Assistant(QA Inspector/counselor) in the Household Goods/Personal Property Shipping Office of NAVSUP FLC SD GF.

Duties

You will communicate with members/employees regarding shipment needs and services desired. You will review orders and determine the extent of entitlements and eligibility for shipment or storage of household goods. You will prepare documents required for shipment procedures. You will conduct inspections of transportation service specifications by telephone and occasionally at the employee's residence or transportation service provider's warehouse. You will provide customer service such as answering questions, providing claims information, initiating shipment change requests, etc.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

GS-06:Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Review orders and determine the extent of entitlements and eligibility for the shipment; 2) Explain shipment and storage options, excess costs, special procedures for shipments under various types of orders; and 3) Assist in performing a wide range of personal property shipment management functions including household goods entitlements, personal property counseling, inbound and outbound shipment management, temporary storage and non-temporary storage. GS-05:Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-04 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing counseling to customers regarding their move entitlements to facilitate personal property shipments. 2) Explaining options, costs, procedures, and other information related to the shipment/storage of personal property to military and civilian employees. 3) Conducting inspections to ensure that the work of Transportation Service Providers or other contractors comply with contract specifications and government regulations. 4) Reviewing shipment documents and forms to ensure accuracy and completion Additional qualification information can be found from the following Office of Personnel Management website: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=List-by-Occupational-Series Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). In lieu of general/specialized experience, you may qualify with the following education or combination of both education and experience:

GS-05
SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience: have completed 4 years above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school.

COMBINATION OF EDUCATION AND EXPERIENCE: Combinations of education and experience may be used to meet the total qualification requirements. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience.

As a general rule, education is not creditable above GS-5 for most positions covered by this standard; however, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position.
