The Housing and Urban Development - VA Supported Housing (HUD-VASH) program, full performance level Management & Program Assistant operates within the Community Engagement and Reintegration Service (CERS) which is part of the VA Greater Los Angeles Healthcare System (GLA). The HUDVASH Program serves Veterans at more than 15 unique sites of care and is responsible for over 8,000 HUD VASH vouchers, more than any program in the country.

Duties

Uses analytical techniques and abilities to support the operations of HUD-VASH as well as to provide objectively based information on the administrative and programmatic aspects of agency operations and management. Perform tasks associated with operations and administration, ensures procedures are completed reliably and in a timely fashion, adheres to current policies and practices and maintains accurate records of all activities. Provide reports for Clinic Practice Management with Pyramid Analytics for the CERS Chief and Deputy Chief and the HUDVASH Program Manager and Deputy Program Coordinator, CERS Administrative Manager and HUDVASH Management and Program Analysts. Ensure the accuracy of the data being processed by performing routine and nonroutine audits. Provide advice to CERS Chief and Deputy Chief and the HUD-VASH Program Manager and Deputy Program Coordinator, and CERS Administrative Manager on issues relating to HUD-VASH operations. Monitor statuses of service projects and recommends reallocation of resources as needed. Troubleshoots pay issues with staff and works with Fiscal and HR to resolve issues. Monitors CERS and HUD-VASH data frequently to notify the Supervisor of potential service performance issues. Assists in developing new or modified administrative program policies, regulations, goals, or objectives; identifies data required for use in the management and direction of programs; develops data required for use in the management and direction of programs; develops management and/or program evaluation plans, procedures, and methodology; conducts studies of employee/organizational efficiency and productivity and recommending changes or improvements in organization, staffing, work methods, and procedures; develops procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems such as those designed to prevent waste, loss, unauthorized use, or misappropriation of assets; and performs management surveys to determine compliance with agency regulations, procedures, management practices, and effective utilization of staff. Independently collects, reviews, and analyzes statistical data from various automated data systems used by VA. Develops analytical tools to identify, format, and reduce data for analysis, to provide information to management in an easily recognized format, or to assist other analysts and staff. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/25/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. A SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) Planning, coordinating and execution of business functions, resource allocation, and production. 2) Use computers, software applications, databases, and automated systems to accomplish work. AND 3) Works and communicates with customers both in writing and orally. Administrative and Management Computer Skills Customer Service (Clerical/Technical)
