This position is located in the Department of Labor (DOL), OWCP, DFELHWC-FECA, Program and System Integrity Directorate. In this position, the incumbent is responsible for developing and maintaining program data and reporting capabilities, including contextualizing information for leadership to support the development of policy, regulations, procedures, and reporting for the administration of the DFELHWC. This position is inside the bargaining unit.

Duties

For Program Analyst (Data Analytics), GS-0343-13: Serves as a program data reporting expert with responsibility for carrying out various information and reporting projects, contracts, and broad studies that support program reporting and information development. Conducts studies and performs analyses to assess program needs and prepares reports, data analytics, data development and management to ensure program operational/reporting needs are met. Serves as a technical expert for DFELHWC reporting and data analytics with specific responsibility for program reporting and management (e.g. data development, data reporting, report writing and program data analytics). Provides technical guidance on DFELHWC data elements and data needs to ensure business transaction and reporting documents meet DFELHWC requirements. Develops recommendations and prepare reports which detail DFELHWC requirements and support budget and program decisions. Conducts and supports reporting-related audits of data systems, data reporting documentation, or other related auditable program or project areas to examine and evaluate program data and reporting infrastructures, policies, and operations to ensure data and reporting integrity and alignment with DFELHWC and OWCP goals. Supports and provides assistance in the development and maintenance of DFELHWC data dictionaries for all systems, to assure that they align to program reporting and data management needs. Tracks data analytics to prepare cost-benefit analyses, develop recommendations and prepare reports which detail DFELHWC requirements and support budget and program decisions. Meets with subject matter experts to develop work processes and procedures relative to program goals and objectives. Works closely with other DFELHWC staff to ensure that all major functions and operations have written, and management approved Standard Operating Procedures and that those are regularly updated and available via SharePoint or similar repository.

Qualifications

You must meet the Specialized Experience to qualify for Program Analyst (Data Analytics), as described below. For Program Analyst (Data Analytics), GS-0343-13: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-12 in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Qualifying specialized experience for Program Analyst (Data Analytics), GS-0343-13 includes: Applying business requirements; data and reporting development principles and approaches; data architecture; and project management methods to lead program data and reporting projects AND Developing and implementing processes to extract and transform raw data from disparate data sources including relational databases into meaningful information using data-oriented programming and query languages (specifically SQL and Python).
