This position is located in the Resource Stewardship Division and will be filled in one of the following locations: Brooklyn, NY; Staten Island, NY; Highland, NJ; or Philadelphia, PA.
Duties
Serves as senior advisor regarding impacts of climate change and sea level rest to infrastructure and facilities, cultural resources, natural resources and other planning concerns in coastal and riverine environments.
Reviews storm risk management projects, plans and specification to evaluate technical sufficiency and identify potential impacts to park natural, cultural and recreational resources.
Serves as technical expert in geomorphology, hydrology and hydrodynamics of riverine, estuarine and coastal systems.
Represents Park management on interdisciplinary and interagency teams relating to climate change and storm risk management.
Carries out program management duties by developing work plans and schedules, scopes of work, cost estimates, and proposals and/or grants to justify funding requests and accomplish goals.
Term Appointment
This is a term position (more than 1 year) with an initial appointment expecting to last at least 13 months but may be extended up to a total of four years, or more based on any changes to regulations governing the number of years term appointments may last, without further competition. Term positions do not convey permanent status in the Federal service.
The National Park Service retains the right to extend the duration of this appointment after selection and/or appointment, based on changes to the regulation governing the number of years term appointments may last. This change, which may be made at the agency's sole discretion and without further competition, shall not be construed or interpreted as the granting of a right to a selectee or employee to such an extension. No extension to a term appointment shall be granted to a selectee/employee to an amount of time that exceeds the maximum number of years authorized under any present or current regulation, unless such regulation expressly allows such action.
Qualifications

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount qualified specialized experience.
To qualify for this position, you must possess at least one of the following Basic Requirement by close of the announcement:
BASIC REQUIREMENTS SERIES 0401:
You must have a degree in one of the following: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.- OR -
You must have a combination of education and experience -- Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. In addition to courses in the major and related fields, a typical college degree would have included courses that involved analysis, writing, critical thinking, research, etc. These courses would have provided an applicant with skills and abilities sufficient to perform progressively more responsible work in the occupation. Therefore, creditable experience should have demonstrated similarly appropriate skills or abilities needed to perform the work of the occupation.
BASIC REQUIREMENTS SERIES 1301:
You must have a degree in one of the following: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.- OR -
You must have an appropriate combination of education and experience that includes education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. In addition to courses in the major and related fields, a typical college degree would have included courses that involved analysis, writing, critical thinking, research, etc. These courses would have provided an applicant with skills and abilities sufficient to perform progressively more responsible work in the occupation. To qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: (1) Developing resources and planning management requirements and guidelines so that plans result in programs that provide adequate long-term protection for resources which may include, but is not limited to, vegetation, wildlife, sensitive species, exotic and pest species, fisheries, air and water quality, soils, geology, hydrology, paleontology, other physical sciences, and range management. (2) Applying applicable laws, regulations and policies related to the protection of natural resources and NPS regulations, policies, and guidelines regarding the management and monitoring of natural resources in order to assure that program goals and objectives meet legal requirements and reflect national priorities and policies. (3) Collect, analyze, and synthesizes scientific information from research, monitoring, resources management actions, and other sources of information then prepares reports for specific projects. At this level work and responsibility must have been performed independently with independent judgement under a minimum of direct supervision. You must include hours per week worked.
