You will serve as a Supervisory Fuels Specialist in the Regional Fuel Department of NAVSUP FLC NORVA GF.
Duties
You will serve as the subject matter expert throughout NAS Oceana on fueling and cryogenic operations, facility design, environmental matters, petroleum product analysis, and transportation of petroleum products.
You will ensure compliance with DOD and Navy policy for management of bulk fuel and cryogenic operations..
You will coordinate with NAVSUP Energy, DLA Energy, and commercial supplier representatives to balance customer fuel demands with fuel re-supply, ensuring maintenance of peacetime and wartime reserve requirements at all times.
You will be responsible for all fuel equipment and systems, mobile refueling assets, utility systems (including water, sewer, and electrical), roads, buildings and grounds of the NAS Oceana Fuel operation.
You will develop facility, equipment repair and construction requirements, including long range plans for renovation, modernization, automation, and conversion of fuel systems and all related support components.
You will plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work.
You will ensure that all petroleum and cryogenic operations and maintenance actions comply with Federal, State, and local environmental regulations.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- I am willing to obtain and maintain a certification as a DLA-Energy Responsible Officer for Fuels Inventory.
Qualifications
I have one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector performing Fuels Specialist work leading, overseeing and/or supervising a Fuel Program's operation applying a thorough knowledge of bulk petroleum logistics and management principles, practices, and methodologies which apply to overall DOD and Navy bulk petroleum, oil, and lubricants (POL) supply chain management. Specialized experience must include: 1) Utilizing an expert knowledge of DOD, NAVSUP GLS and DLA Energy organizations, structures, missions, and activities; 2) Demonstrate an in-depth understanding of Navy aircraft refueling and bulk fuel terminal operations; DOD bulk fuel transportation, distribution, storage, and inventory management. 3) Plan for and provide guidance for meeting emerging POL requirements; 4) Demonstrate oral and written communication skills including experience in preparing and presenting briefings to senior military and senior civilian managers; 5) Develop short range and long-range plans for execution of fuel mission requirements; and 6) Determine, forecast and develop petroleum, fuel and cryogenic requirements and coordinate with internal and external command Energy representatives and commercial fuel supplier representatives to balance customer fuel demands with fuel re-supply.
