IOWA ARMY NATIONAL GUARD - TITLE 5 EXCEPTED SERVICE POSITION Open to current T5 employees of the Iowa Army National Guard. LOCATION: HRO, JFHQ, Johnston, Iowa

Duties

As a HR SPEC (HRD), GS-0201-11, you will perform the following duties. 1. Serves as the state's principal human resource development advisor and consultant to key management on the full range of human resource development (HRD) options for a variety of professional, administrative, technical, and trades and labor occupations. Provides guidance and advisory services to operating managers in analyzing and proposing solutions to human resources management problems. Has frequent contact with supervisors, managers and bargaining unit employees regarding training opportunities. Relied on by management officials to provide comprehensive guidance and advice in areas such as: self-development activities, mandatory courses, individual development plans, performance improvement plans, Professional Education Center courses, Management Development Center courses, supervisory courses, and technician retirement courses. May provide guidance for Continuation in Service Agreements, available funding, and college tuition. Identifies courses, by evaluating mission requirements and cost considerations as they pertain to training objectives. 2. Develops policy and procedures at the state level for identifying organizational and individual training needs, training opportunities, and sources of needed training for positions in technical, professional, administrative, managerial, and skilled occupations. Provides advice and guidance on technician training issues related to program requirements to successfully accomplish the state National Guard mission. Advises and provides direction to senior staff and organizational managers concerning possible areas of improvement, providing ideas from private industry, other government organizations and/or other states. 3. Continually evaluates in-house courses to determine where guidelines need to be developed, course materials modified, and how students could better be served. Evaluates and analyzes feedback from students and students' supervisors revising learning objectives, visual aids, and handouts as required. Analyzes vendor proposals to ensure quality course content and cost effectiveness. Formulates, develops, implements and administers new or modified policy, systems, methods, and guidance on a variety of functions based on analysis of new or proposed laws, regulations, and policies to determine the impact on training and/or travel of technicians. 4. Ensures optimum use of and control of Army National Guard (ARNG) and Air National Guard (ANG) federal financial resources. Ensures all expenditures are in compliance with fiduciary responsibilities, statutory requirements, regulations, procedures, and local policies. Serves as member of the Program Budget Advisory Committee/ANG Financial Working Group. Designs and sends out annual training need survey. Analyzes survey results. Develops and provides justification for the annual training budget and mission travel budget and serves as program manager for both. Serves as a consultant to other directorates in planning and conducting in-house training and serves as course administrator for courses conducted by HRO to include contracting for speakers, instructors, facilities, refreshments, advertising, documenting attendance and analyzing evaluations. Serves as state quota management officer for National Guard Professional Education Center courses and OPM development center courses. Involves requesting quotas and prioritizing attendance. 5. Analyzes management information requirements and develops, revises, and adapts reporting systems to provide appropriate information to key personnel including NGB, OPM, and other government agencies. Procures, maintains accountability, and currency of training materials. Stores training aids, visual aids, staff library, and other training materials, supplies and equipment required to support the technician-training program. Serves as liaison between ARNG and ANG in workforce training. Recommends combining like training when feasible and advantageous for cost sharing between the two services. Serves as subject matter consultant to outside organizations converting traditional classroom courses to distributive learning and distance learning formats. Performs other duties as assigned. T5029

Requirements

  • Failure to complete prescribed courses may be cause for reassignment or termination of FTS.
  • The incumbent of this position description must have at a minimum, a completed National Agency Check (NAC) prior to position assignment.

MINIMUM EXPERIENCE: Demonstrate the ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions, plan and organize work; and communicate effectively orally and in writing. SPECIALIZED EXPERIENCE:GS020111- Applicant must have the following experience: 1 year of experience at the next lower level Knowledge of, and skill in applying a wide range of HR and fiscal concepts, practices, laws, regulations, policies and precedents sufficient to provide state level comprehensive HR management advisory and technical services on substantive organizational (ANG and ARNG) functions and work practices. Knowledge of training and development principles, theories and methods. Ability to interact with all levels of management and labor unions as a strategic business partner in the delivery of human resource development services requiring a broad approach and a careful analysis. Practical knowledge of other HRO specializations, i.e. classification, recruitment and placement, employee relations, labor relations, equal employment opportunity, AGR management, etc. for purposes of interacting and resolving issues as well as for development and evaluation of courses in above areas. Knowledge of the different philosophies and structures of the ANG and ARNG within the state and the relationship of training to the assigned missions. Working knowledge of how multiple automated systems are structured and modified in order to set up validation strategies for reports generated from system or to troubleshoot when systems do not work. Ability to use continually changing automated systems in order to get data in and out. Skill in coordinating constantly changing program/project requirements in order to minimize disruptions. Ability to participate in strategic planning to see where the organization is headed, to provide a pathway there, and to take full advantage of modern technology. Ability to bring training to technicians by non-traditional means and supplementing that training with web-based or CD versions of regulations and guidelines.

Education

Substitution of Education for Specialized Experience
For the GS-5 level, a 4-year course of study leading to a bachelor's degree may be substituted for the experience requirements. At the GS-7 level, one full year of graduate level education or superior academic achievement. At the GS-9 level, a masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree may be substituted. At the GS-11 level, a Ph.D. or equivalent, or 3 years of progressively higher level graduate education leading to such a degree.
