THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a CONTRACT SPECIALIST, Position Description Number T0047000 and is part of the KS 184 Intelligence Wing, National Guard.
Duties
As a CONTRACT SPECIALIST, GS-1102-12, you will ensure successful market research, acquisition planning, contract award, contract performance management, and interpretation of contract law in order to provide the best, most efficient contracting strategies in support of the organization's vision, mission, goals, and objectives. Perform other duties as assigned.
Requirements
- Federal employment suitability as determined by a background investigation.
- May be required to successfully complete a probationary period.
- Participation in direct deposit is mandatory.
- In accordance with the Ethics in Government Act, 1978, incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
- The incumbent must meet the continuing acquisition education requirements IAW Dodi 5000.66 paragraph E2.2.8.
- Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
- The incumbent must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position.
- Contracting Level II required for assignment.
- The incumbent must meet the continuing acquisition education requirements IAW DoDI 5000.66 paragraph E2.2.8.
- The incumbent must obtain and maintain a secret security clearance.
- May be required to pass the Contracting Officer Review Board (CORB) and hold a warrant.
- Must possess a valid Kansas state drivers license to operate government motor vehicles.
- May be required to travel by military or commercial aircraft in the performance of TDY assignments.
- May be required to work overtime.
Qualifications
GENERAL EXPERIENCE:
All on-board Title 5 Excepted Service employees assigned to Series GS-1102 positions, must be certified at the next higher grade-level (GS-11) and have a minimum of one year on-the-job experience in the grade immediately below the next higher level.
For a new hire applicant, must have competent experiences that are commensurate/equivalent to the contracting program business with demonstrated understandings of the complex principles and concepts defined by the NG Title 5 Excepted Service Series GS-1102 positions.
SPECIALIZED EXPERIENCE: Must have at least 12 months of broadening contracting experiences and competencies that provided an expanded expertise in contracting principles and procedures to include the following tasks: Developing and Negotiating Positions, Advanced Cost/Price Analysis, Contract Termination, and Procurement Policies.
NOTE: If the GS-12 position also requires Level Three Certification based on the complexity of the contracts, as a condition of continued employment in the position, the employee must complete the Level Three Certification within 24 months of appointment to the GS-1102-12 non-supervisory position.

Contracting Level Two Certification awarded
Education
1. Bachelor's Degree from an accredited educational institution authorized to grant baccalaureate degrees;
AND
2. At least 24 Semester Hours in any combination of the following studies: Accounting, Business, Finance, Law, Contracts, Purchasing, Economics, Industrial Management, Marketing, Quantitative Methods, or Organization and Management.
Only education/experience gained by closing date of this position will be considered.
Based on the Education and Certification Requirements for this Series, NO Substitutions of Bachelor's Degree Education for Specialized Experiences are Allowed for the NG Title 5 Excepted Service Series GS-1102 Positions.
