Duties

As an INDUSTRIAL HYGIENIST you will be responsible for the following duties: Serves as a Safety and Occupational Health Program Specialist, in the Logistics Management Office, Defense Counterintelligence and Security Agency (DCSA). Works under the DCSA Safety Manager and advises the Safety Officer on Safety and Occupational Health matters. Serves a health advisor to program managers, analyzing and resolving diverse, critical safety risk hazards and dangerous materials. Represents the agency as a member of professional committees and boards, gives speeches or lectures, and appears on panels dealing with occupational health matters and the application of Federal health standards. May be called on to defend agency's recommendations before other Federal agencies and advisory committees. Performs a variety of industrial hygiene functions. Serves as technical expert on related matters, advising DCSA leadership, supervisors and employees on principles and techniques of safety and occupational health management in the prevention and control of accidents in such areas as work methods, protection devices and motivational techniques. Provides industrial hygiene expertise in the development of criteria for recommended national occupational health and safety standards for specific hazards. Incumbent is responsible for conversion of research data and technical information into criteria for health and safety standards. Acts as team leader on inspections of complex, high-hazard workplaces. Provides technical direction and monitors contracts for the development of criteria documents by carefully following the technical aspects of contractor's work. Reviews relevant scientific and engineering literature and assesses the adequacy of contractor's literature search and review.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GG/GS 12 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Providing technical expertise, advice, and guidance to supervisors, division chiefs, directors and employees on the health and safety aspects of operations, processes, practices, and operating procedures. Developing, recommending, evaluating and ensuring implementation of policies, plans, procedures and instructions related to industrial hygiene. Providing advice and direction on workplace health surveys, the use of toxic substances, the identification, evaluation and control of personnel exposure and the application of Federal standards. Administering responsibilities directed towards facilities and operations (public and private) involve planning, organizing, directing and evaluating industrial hygiene and occupational health programs applicable to government employees who work full-time at, visit, or inspect, complex multiple contractor facilities and locations within the United States and overseas (OCONUS) as required. Monitoring of employee exposures and evaluation of hazards within workplaces. Supplying safety and occupational health training for employees including those working in large scale, complex and hazardous industrial operations at government-owned and contractor owned or operated locations, both domestic and international. Serving as the advisor, and consultant in industrial hygiene for a comprehensive Agency-wide program to control occupational health hazards to minimize illness, disabilities, and operational inefficiencies. Collaborating with Safety & Occupational Health (SOH) Program Manager in formulating industrial hygiene program objectives. Specifically you will be evaluated on the following competencies: 1. Industrial Hygiene: Anticipate, recognize, evaluate, prevent, and control environmental factors or stressors arising in or from the workplace which may cause sickness, impaired health and well being or significant discomfort among workers or citizens of the community. 2.Investigation: Manage and conduct mishap investigations as well as Industrial Hygiene (IH) surveys to document and evaluate health hazards in a variety of areas. 3.Program Management: Identify, plan, develop, implement, and/or evaluate Industrial Hygiene (IH) program(s) to strengthen operational readiness and force preservation.
