This position is located at the Illiana Veterans Affairs Health Care System, 1900 E Main St. Danville, IL, 61832 and is organizationally aligned to the Pathology and Laboratory Medicine Product Line (PLM). The primary purpose of this position is to perform administrative and management assistance level support to the Laboratory Manager.

Duties

This position serves as the Management Assistant and assists with technical matters concerning budget support, Fund Control Point (FCP), maintenance, and reconciliation. Major Duties: Assists with technical matters concerning budget support, fund control point (FCP), and maintenance. Reconciles with appropriate personnel pertaining to resolving problems and discrepancies due to changes during the procurement process. Prepares various summaries that concern recurring and non-recurring budget requests. Prepares purchase orders and verifies accuracy of all invoices. Maintains budget planning responsibility, scheduling and administrative tasks. Functions as a Level 1 Contracting Officer Representative (COR) for the Pathology and Laboratory Medicine Product Line Provides administrative and management support and assistance for coordination with other VISN 12 Southern Tier Facilities. Provides administrative and management support specific to Anatomic Pathology case review and support. Schedules and coordinates all appointments as needed for the PLM. Routes all incoming station memoranda and professional service memoranda to appropriate areas. Provides management assistance to Laboratory and Medical Center-wide councils, committees, and meetings. Maintains daily records and reporting mechanisms for the service line regarding quality reviews, performance efficiency, and patient transfusion effectiveness. Coordinates administrative routing of clinical case reviews. Utilizes word processing, database, spreadsheets and graphics presentation applications. Designs and develops spreadsheet format and retrieval mechanisms for required data management reports. Serves as Laboratory Quality Assurance coordinator and reviews and maintains Laboratory Quality Assurance data. Time keeping responsibilities; GovTa, FMLA tracking, schedule entry and leave entry. Serves as the primary end-user for entering Manger Self- Service Requests (MSS). Initiates all personnel actions for staff. Verifies certification and boarding status for professional staff. Coordinates PLM employees' mandatory training requirements. Maintains employee CTOP folders with current information. Oversees the disposal and transfer of records as appropriate. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/20/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. GRADE REQUIREMENTS: To qualify for this position at the GS-6 level, you must meet one of the following: Specialized Experience: You must have at least one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Providing administrative and management assistance; Experience related to procedures and processes required to assemble, review, and maintain budget assignments; Verifying the accuracy of budgetary data and adjusting accounts; Skill in data collection and management of data. Preparing clear, concise written reports of data collection; Communication and interpersonal relations both verbally and in writing; Recommending process improvement; Resolving and assisting with a variety of complaints made by staff and patients; Experience working with VISTA, MSS, or relatable databases. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking, standing, bending, and carrying of light items such as paper, books, small parts, and small equipment. No special physical demands are required to perform the work.
