The Health Technician (EMT) is assigned to the VANJ Medical Center Fire Department in the Public Safety Service at the Lyons Campus. The medical center is comprised of 36 structures of various classes of construction located on 298 acres with approximately 600 inpatients and an approximate staff of 1000 employees as well as a varying number of outpatients on a daily basis.
Duties
Duties may include but are not limited to:
Performs daily preventative maintenance inspections of apparatus and equipment.
Operates the medical center ambulance to respond to medical emergencies on the grounds of the medical center including life threatening emergencies.
Provides non-invasive procedures following state and federal basic life support protocols.
Supports attending medical center physician or off-site paramedics responding to the campus during emergency.
Communicates with the receiving facility, providing all patient information.
Assists in training new EMTs in appropriate tasks.
Employs all sources of information to determine the nature of a person's illness or extent of injury.
Ensures equipment is returned to proper location and placed in first class operating condition.
Assists in lifting and carrying patients into or out of transport vehicles and into treatment facility.
Use direct pressure and tourniquets to stop bleeding.
Perform physical examinations and obtains patient history.
Performs cardiopulmonary resuscitation (CPR) and uses Automatic External Defibrillator (AED).
Participate in, and present training and maintenance programs.
Have practical knowledge of a majority of body systems.
Performs other related duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/19/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: conducting patient assessments, assessing severity of illness/injury and identifies life threatening problems. Practical knowledge of a majority of body systems, i.e., skeletal, muscular, nervous, respiratory, circulatory, digestive, and genitourinary, to perform patient examination and to provide prompt, efficient, and appropriate patient care and handling. Knowledge sufficient to understand the legal considerations of emergency care, e.g., actual/implied consent, Good Samaritan laws, etc., to limit the government and the EMT's exposure to lawsuits while maintaining the legal standards of care. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have one full year of graduate education or an internship in an area that is directly related to the work of the position. 18 semester hours is considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. (Transcript Required). OR,
Combination: Applicants may also combine education and experience to qualify at this level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-07. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work requires, on a regular and recurring basis, considerable and strenuous physical exertion such as frequent climbing of multiple flights of stairs, running, lifting heavy objects over 50 pounds. The incumbent must maintain emotional control when conducting operations or basic lifesaving procedures. The incumbent must exercise patience and understanding when confronted by emotionally disturbed of physically challenged personnel, or injured patients.
Driver's License Requirement: Applicants must possess a valid, unrestricted State driver's license. EMT Certification Requirement: Applicants must possess an EMT Certification by the State of New Jersey or National Registry
