This Financial Manager position is in Fiscal services at the VA Bedford Healthcare Systems, located at the Bedford location. This position is a full-time at 40 hours per week.
Duties
The Financial Manager provides technical and administrative supervision to a team of 13 employees through subordinate supervisors. The incumbent provides direct supervision to the Assistant Chief. All other staff report up through other supervisory staff. The incumbent establishes performance standards and evaluates the performance of subordinate supervisors, makes determinations on grievances, recommends training, and approves leave of subordinate supervisors. The incumbent hears grievances as second level supervisor, reviews recommendations for hiring, promotion, and adverse actions made by subordinate supervisors, and supports and implements established Equal Employment Opportunity policies and programs. The duties of the position include but are not limited to:
Administers an accounting system designed to track, reconcile, and report on agency administered programs and/or appropriations for which the agency has legislative oversight responsibility.
Provides expert advice on the interpretation of account regulations and impact of new legislation or program initiatives.
Develops constructive recommendations for improvements within the audit segment.
Gathers information about the financial systems or functions scheduled for audit and determines the audit objectives.
Performs duties associated with examining financial books, records, etc., to provide recommendations to improve productivity, cost-effectiveness, and quality of work processes.
Validates a variety of accounting data is entered into schedules and accounts.
Reconciles accounts and prepares balance sheets and adjusts as required.
Examines and tests financial records and controls to determine the degree of financial efficiency, economy, and effectiveness of the program.
Prepares and recommends annual budgets through analysis and forecasting of the usage of funds within a program, assuring annual budget projections. Interprets reports and other financial data for program review and analysis.
Serves as technical advisor for the managers and service chiefs in establishing policies and procedures for executing programs.
Briefs Director and/or mangers actual progress compared to program objectives and VA standards.
Participates in meetings and conferences concerning the operating of the facility and advises on the status of programs, particularly with regard to program objectives, progress and accomplishments and probable effects of alternative actions.
Provides expert advice and recommends innovative approaches and solutions to management and operations.
Work Schedule: Monday-Friday; 7:30am-4:00pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/21/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Basic Requirements:
A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR,
B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
In addition to the basic requirements, you may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Develops and installs accounting systems; Develops and promulgates accounting policies and standards covering operations, to solve problems of above average difficulty in maintaining accounting systems; Interprets and applies the concepts, principles, practices, laws and regulations which apply to budgeting; Develop and applies financial management techniques and methodologies to plan, execute, or review health care programs; and, Communicates tactfully and convincingly with staff members from outside offices regarding the coordination of policies and procedures. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week
