Duties

As a Supervisory Research Chemist, you will: Act as a Principal Investigator conducting complex and innovative research, development of new strategies and methods, and planning and conducting complex laboratory investigations and translational activities to better define and improve the measurement of harmful chemicals in tobacco, tobacco smoke, and e-cigarette/vape product emissions. Serve as an expert to both internal and external partners for those analyses that the individual or team develops, modifies, or performs. Prepare technical reports, scientific papers, and other documents to communicate the results of scientific studies and technical discoveries to experts through oral presentations, peer-reviewed publications, and other public forums. Meet with scientists and policy makers from other federal laboratories and professional organizations to coordinate activities related to tobacco related chemical measurement. Provide laboratory support for epidemiological investigations associated with exposure to tobacco constituents and additives/excipients. Supervise and coordinate the day-to-day operations of the Laboratory.

Qualifications

Basic Qualifications: Degree: physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics. or Combination of education and experience -- course work equivalent to a major as shown in A above, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education. Minimum Qualifications: To qualify at the GS-14 grade level, you must have at least one year of specialized experience at or equivalent to the GS-13 grade level, which must include the following experience: developing complex laboratory investigations and translational activities to improve the measurement of harmful chemicals and directing the work of research staff and scientists. Requirements continued: In accordance with Executive Order 12564 of September 15, 1986, The Department of Health and Human Services (HHS) is A Drug-Free Federal Workplace. This position may require a Drug Test and be subject to Random Drug Testing. The position may require the submission of a urinalysis to screen for illegal drug use prior to appointment and be subject to reasonable suspicion and post-accident drug testing upon hiring. If required to submit to urinalysis, the appointment to the position will be contingent upon a negative test result. Current or Former Political Appointees: Agencies must seek prior approval from the Office of Personnel Management (OPM) before they can appoint a current or recent political appointee to a competitive or non-political excepted service position at any level under the provisions of title 5, United States Code. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, or Non-career SES employee in the executive branch, you MUST disclose that to the Human Resources Office. Failure to disclose this information could result in disciplinary action including removal from Federal Service. Current or Former Political Appointees: Submit SF-50. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
