Duties

Plans, coordinates, and works with other engineering staff and various resource specialists in identifying, developing, and determining engineering feasibility of projects in support of resource activities. Prepares construction surveys, designs, plans, drawings, and specifications for various projects associated with roads, small dams, reservoirs, drainage structures, pipelines, buildings, and other projects. Conducts field survey and engineering investigations necessary for project planning. Furnishes design criteria and prepares engineering plans and drawings for final design approval. Prepares material necessary to develop construction, supply, service, which includes site plans, engineering drawings, specifications, location maps, cost estimates, labor, equipment, and supply requirements. Evaluates projects under construction to ensure the resulting construction is in conformance with contract specifications and environmental constraints. Serves as Collateral Duty Safety Officer for the Arcata Field Office to lead safety program, and review, update, and implement compliance actions required to meet BLM Safety and Health Manual guidance. Serves as the technical expert on facility management issues and assumes responsibility for facility management operations. Coordinates a variety of trades, craftsmen, and contractors in the repairs, building renovation, emergency maintenance, support, and custodial services to prevent the disruption of vital services. Ensures conformity and compliance with contract requirements or project objectives. Develop and maintain the Facilities Asset Management System (FAMS) for the Field Office.

Qualifications

Applicants may meet this requirement if they possess the education or experience identified below: Experience performing technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. OR You may qualify based on the education requirements outlined below per each grade. Specialized Experience: In addition to meeting the basic requirement identified above, applicants must meet the specialized experience requirement. In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement - please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade of the position to be filled. To qualify for the GS-07, you must possess one (1) full year of specialized experience at or equivalent to the GS-06 level that is equivalent in difficulty and complexity as indicated by the following examples: Examining contractors work for compliance of an established agreement; assisting in the preparation of cost analysis, estimates, and preliminary designs, such as recreation facilities, pipelines, wildlife habitat improvements, and road and trail construction. -OR- One full year (or 18 semester hours) of graduate study leading towards a Master's degree in a related field of study which must have included: Engineering, Construction, Industrial Technology or other directly related field of study that included at least 24 semester hours in: engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science, or mathematics. -OR- A combination of both education and specialized experience. To qualify for the GS-08, you must possess one (1) full year of specialized experience at or equivalent to the GS-07 level that is equivalent in difficulty and complexity as indicated by the following examples: Participating in the environmental analysis, including treatment, construction, and maintenance projects; Preparing cost analysis, estimates, and preliminary designs. -OR- Two full years (or 36 semester hours) of graduate study leading towards a Master's degree in a related field of study which must have included: Engineering, Construction, Industrial Technology or other directly related field of study that included at least 24 semester hours in: engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science, or mathematics. -OR- A combination of both education and specialized experience. To qualify for the GS-09, you must possess one (1) full year of specialized experience at or equivalent to the GS-08 level that is equivalent in difficulty and complexity as indicated by the following examples: Prepare and interpret engineering investigations, including design calculations, cost/benefit, and scope-of­ work. Assures projects are well integrated with environmental and physical constraints. Certifies work has been accomplished and recommends contract modifications. Leads and plans the work of Engineering Equipment Operators and Maintenance Workers. -OR- Two full years (or 36 semester hours) of graduate study leading towards a Master's degree in a related field of study which must have included: Engineering, Construction, Industrial Technology or other directly related field of study that included at least 24 semester hours in: engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science, or mathematics. -OR- A combination of both education and specialized experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: The work requires some physical exertion, such as long periods of standing; walking over rough, uneven, rocky, or slippery surfaces; recurring bending, crouching, stooping, stretching, climbing, or similar activities; recurring lifting of light to moderately heavy items weighing less than 50 pounds (i.e., 23 kilograms), such as testing or measuring equipment; and/or regular visits to construction, industrial, marine, or other outdoor sites. May involve operating a motor vehicle. Work Environment: Work involves regular and recurring exposure to moderate risks and discomforts, such as the following: dust, strong odors, or fumes from fuels, chemicals, or engine exhaust; high levels of noise and vibration, dust, grease, electrical hazards, uncovered moving parts of machinery, moving machinery; or outdoor conditions involving moderate exposure to rain, cold/hot weather, icy streams, and rivers. The work environment requires the employee to stay alert continually and to take special safety precautions including wearing special protective items of clothing.
