Duties

WHAT IS THE AP- APPEALS DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Office of Appeals Collection Appeals, Areas 4 and 13 The following are the duties of this position at the full working level. The special agent assists higher grade level agents in planning and conducting investigations at low to moderate levels of difficulty, complexity and scope relative to criminal statues of tax administration, financial crimes and other related offenses. The majority of the time is spent on investigations involving most or all of the following characteristics: Conflicting testimony or evidence which is usually obtained through interviews of a number of business associates and others in the area who may have a knowledge of the principal(s) and their method(s) of operation; also by review and analysis of accounting records in cooperation with an Internal Revenue Agent. In the absence or inadequacy of records, indirect methods of proving income may be required. Initially involve only one issue, but are developed independently by the special agent leading to the identification of additional issues. The principal is typically an individual who is a professional or a well-known businessperson, or small-time gambler or racketeer. The special agent uses third party contacts and/or available books and records to establish facts in the face of the principal's inconsistencies or denials. Performs other investigative and enforcement duties such as: testifying as a Government witness; assisting the U.S. Attorney during preparation for trial; conducting collateral inquiries; and providing protection to persons and property. Participates in or coordinates enforcement activities such as surveillance, armed escorts, dignitary protection, undercover operations, execution of search and arrest warrants, seizures, etc. Protects the government's interest during the execution of various enforcement activities. Maintains excellent physical condition in order to conduct criminal investigations, surveillance, protective assignments, and undercover assignments, etc. Participates, as a team member, in surveys to identify areas of noncompliance or in an investigation to complete assigned segment.

You must meet the following requirements by the closing date of this announcement: QUALIFICATION REQUIREMENTS: SPECIALIZED EXPERIENCE: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal Service. Specialized experience for this position includes: demonstrating expert knowledge of Appeals policies, practices and procedures to address all circumstances involving the settlement of complex and difficult tax cases. Your experience must demonstrate the ability to analyze and evaluate Appeals collection programs, policies or procedures to improve organizational effectiveness and efficiency in the use of resources and to assess the impact of new programs, policies or legislative changes on existing programs and resources. Your experience must also demonstrate expert knowledge of current and past tax laws, regulations and IRS policies to include Internal Revenue Code, IRM, court decisions, tax publications and procedures related to assigned areas ( e.g., Trust Fund Recovery Penalty) with expertise on technical collection issues in order to research and apply relevant tax law to issues that are unclear or where a clear precedent is lacking, and determine the appropriate resolution based upon relevant factors including reasonableness, adjudication trends and settlement practices for collection issues; Experience applying expert knowledge of Compliance/Collection investigative procedures, subject matters, organizational structure and office policies and practices that pertain to Appeals collection issues. Your experience must also demonstrate skill in personal relationships and ability to conduct meetings and conferences in an orderly, fair and impartial manner as well as skill in oral and written communications and the ability persuade, solicit, and provide information on highly complex collection issues requiring coordination with other professionals both inside and outside of the Appeals office. Examples include: conducting conferences with internal stakeholders and other business divisions regarding the most complex technical collection issues; providing technical expertise of Appeals collection programs to executives, senior managers, supervisors and employees; developing new or revised policies or procedures that address the full range of Appeals collection programs; serving as a resource person in providing guidance and assistance to managers and other technical employees in interpreting and implementing Appeals policies, procedures, and the most complex provisions of the pertinent laws and regulations. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens". Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected. If the position has specific education requirements and you currently hold, or have previously held, a position in the same job series with the IRS, there is no need to submit a transcript or equivalent at this time. Applicants are encouraged, but are not required, to submit an SF-50 documenting experience in a specific series. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
