Duties

This position is located in Occupational Safety and Health at the Clement J. Zablocki VA Medical Center (695) in Milwaukee, WI - a complexity level 1a VHA facility. The primary purpose of this position it to provide administrative and management related support by analyzing, evaluating, advising, and/or conducting administrative processes and activities for Occupational Safety and Health as well as oversight of the environmental monitoring system (also know as Temp Trak) for critical spaces. Major Duties: Provides administrative management for Occupational Safety and Health. Tracks projects. Coordinates the facility Environmental Monitoring Program (using Temp Trak). Utilizes data, interprets statistical information, and communications a narrative with data to inform strategy, planning, and interventions both short and long term. Acts as the liaison between multiple divisions within the facility to ensure the Environmental Monitoring program is being followed. Provides budgeting and financial oversight that includes financial management, reporting, and developing a divisional budget. Designs, organizes, and maintains data bases and filing systems. Reviews short & long-term divisional goals. Manages space and equipment. Coordinates the personnel management program, performing or overseeing the full range of human resources requirements. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/20/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-9 LEVEL GRADE REQUIREMENTS: SPECIALIZED EXPERIENCE: Must have one full year of specialized experience equivalent to at least the next lower grade level (GS-7) in Federal service that equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Specialized experience includes: knowledge of administrative procedures, practices, methods, and requirements of the VA Medical Center; knowledge and skill in evaluative and analytical techniques and methods to study and make recommendations concerning administrative practices of environmental monitoring system (also known as Temp Trak); conducting interviews with supervisors and employees to obtain information about organizational missions, functions, and work procedures; knowledge in operating computer systems and/or performs data processing support and service functions requiring knowledge of data processing sequences, procedures user and/or programming and computer requirements; providing support directly to computer users, such as providing computer training or troubleshooting computer problems and acting as one of the divisions ADPACS; and knowledge to assist in resolving computer hardware, software application and/or systems problems. OR Education: Must have successfully completed master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. (TRANSCRIPTS REQUIRED) OR Combination of Experience and Education: Must have successfully completed an equivalent combination of experience and education as described above. Such education and experience must demonstrate the knowledge, skills, and abilities necessary to do the work. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work in mostly sedentary. Typically, the employee sits comfortable to do the work. However, there will be some walking; standing, bending; carrying of items up to 40 pounds such as paper, books, small parts and furniture or driving an automobile to travel to all areas as required to oversee, coordinate, and ensure administrative processes are completed in accordance with specific instructions.
