The VA Northeast Ohio Healthcare System is recruiting for a Rehabilitation Technician within the VA Community Resource and Referral Center (CRRC) serving Veterans in housing crisis. As part of the interdisciplinary team and under supervision of the CRRC Program Coordinator, the incumbent provides services to Veterans who are homeless and at risk of homelessness.
Duties
The Rehabilitation Technician duties include, but are not limited to:
Provides support, in collaboration with the CRRC staff, to those Veterans receiving housing case management services.
Assists in the identification of internal and external housing resources suitable to the needs of the Veteran.
Provides services to guide the Veteran in the areas of housing plan development and accessing basic needs.
Works with Veteran to carry out goals of identified collaborative CRRC treatment plan.
Monitors Veteran transition and adjustment to housing using evaluation skills and professional judgement to recommend changes.
Meets with CRRC staff to review progress of Veterans assigned to caseload.
Interfaces with CRRC clinical staff to address barriers the Veteran may experience that impact their ability to attain/maintain housing.
Provides community outreach, in collaboration with the CRRC staff, to Veterans in housing crisis and homeless settings.
Work Schedule: Monday through Friday; 8:00 a.m. to 4:30 p.m.

Qualifications
In order to qualify for this position, you must meet the following requirements within 15 calendar days of the closing date listed in the announcement.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

This occupational series has an Individual Occupational Requirement (IOR). In order to meet the IOR you must meet the following:
Specialized Experience (for positions at GS-4 and above): Examples of qualifying specialized experience include work as an assistant to one of the specialized therapies such as occupational, physical, manual arts, corrective, or educational therapy, or experience gained as an assistant or aid in patient care, social work, or psychology where the duties involved actual participation in physical medicine and activities of a hospital or clinic.
In addition to the IOR above, you must also meet the experience/education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Skill at assisting various members of a provider staff team with administering and providing services to a residential rehabilitation treatment programs; Ability to assist with specialized treatment services for Veterans with serious mental illnesses, PTSD, substance abuse, dual diagnoses, and other psychological programs; Knowledge of support and rehabilitation regulations, policies, procedures, and techniques directed towards the goal of returning the veteran to their community, without dependence on drugs or alcohol, functioning effectively and compliant with medications and treatment; Skill at maintaining contact and monitor Veteran progress through all phases of the rehabilitation process; Ability to respond appropriately to unexpected situations and developing innovative monitoring programs.. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 1 full year of graduate-level education that is directly related to the work of the position such as psychology, statistics, or other related subjects. Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond six months of graduate-level education beyond a bachelor's degree. Transcripts are required.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is active and is performed in a clinic setting as well as the community and serves a veteran population with complex needs. The care does not require physically caring for a veteran. Normal safety precautions and practices are required to working in a healthcare environment. This position requires emotional ability to deal effectively with multi-tasking and high volume of patient flow. Other demands include, reaching, bending, stretching, walking and carrying light loads of supplies.
