The primary purpose of this position is to as a Facilities Program Manager of CDM Enterprise facilities and Facilities Manager for CDM-Fort Washington Facility with responsibilities covering multiple locations in CONUS and/or OCONUS. Directs activities of the Facilities and Logistics team for logistic and infrastructure lifecycle support.

Duties

Plans, organizes, and directs the facilities lifecycle management activities of the SAF/CDM Facilities and logistics Branch, ensuring that activity complies with legal and regulatory requirements and meets customer needs. Serves as an expert Logistics Management Specialist for the Department of Navy, Office of Special Technology (OST) and the Secretary of the Air Force, Concepts, Development and Management Office (SAF/CDM) formulating and directing Life Cycle Logistics (LCL) Product Support Management (PSM) for operational and technical aspects of DoD and Defense Intelligence program missions. Identifies and analyzes facilities and logistical requirements, and planning, on a quarterly basis, the overall use of resources, both personnel and materials. Exercises supervisory personnel management responsibilities. Conducts and attends staff meetings, working groups, and coordinates with various personnel to supervise the accomplishment of facility planning activities, operations and maintenance work, and logistics efforts.

  • Position is designated special-sensitive, and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.

  • This position has been designated as a Testing Designated Position. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission.
  • The work may require the employee to drive a motor vehicle. Must be able to obtain and maintain an appropriate valid driver’s license.
  • Serves “on call” and may be required to be available after duty hours when problems arise. The incumbent is subject to call seven days a week, 24 hours a day.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. This is a GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-15 duties for the "Supervision/Management" work category are at the "Senior" work level and are equivalent to those at the GS-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: comprehensive range of principles, concepts, and practices concerning facilities and equipment operations and maintenance with highly complicated technical requirements that do not have a clear precedent such as those at a specialized research and testing facility requirements requiring different operational procedures to inspect facilities, evaluate use patterns, and identify maintenance or restoration requirements; and analyze facility and equipment requirements against technical program facility needs. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a comprehensive range of principles, concepts, and practices concerning complex technical requirements, operating capabilities, and maintenance needs of facilities and equipment. 2. Comprehensive knowledge of the Air Force Process to request office space in the NCR. 3. Knowledge of basic federal budgeting principles, concepts, and practices. 4. Knowledge of safety and security practices for government facilities and research laboratory facilities. Knowledge of a variety of federal logistics concepts, principles, practices, procedures, and regulations applicable to logistics management including the organization and functions of activities involved in providing logistical support. 5. Skill in reading and interpreting paper- or computer-based engineering drawings and schematic diagrams to determine deficiencies and prepare complete documentation for new construction or repair and alteration projects. 6. Ability to communicate effectively both orally and in writing. Ability to become COR certified and retain certification. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
