The primary purpose of this position is to act as Scrum Master, implement approved AF/A1 Talent Management requirements across the Total Force enterprise; lead operational execution of AFPC's information technology (IT) Digital Transformation; ensure alignment with AFPC long-term IT strategy/leads/plans, coordinates/execute/monitor/reports on AFPC current IT activities.
Duties
AFPC Information Technology Plans Manager for information technology execution. Serves as AFPC's Information Technology Plans project officer associated with all phases of technology plans evaluations.
Serves as an information technology program manager.
Represents Air Force Personnel Center at meetings, conferences and senior level technical forums as an expert consultant and advisor on communications technology issues/meetings.
Represents AFPC on various committees, conferences, workshops and in meetings that frequently involve executive level representatives with AFPC, United states Air Force, other government agencies and commercial organizations.

Qualifications
In order to qualify, you must meet the Specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standards for Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience which includes applying a wide range of qualitative or quantitative methods and Agile capability development principles to improve complex management processes and systems or program effectiveness. Experience with policies, concepts and procedures affecting Air Force Human Resources programs. Conducting studies for the resolution of substantive organizational and program issues or complex problems.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the strategic, operational, and tactical application of personnel plans and procedures to influence emerging capabilities by advising on the feasibility and suitability of new or modified personnel programs; and knowledge sufficient to analyze and draw conclusions regarding evaluation results and to write comprehensive reports appropriate for senior leadership
Knowledge of a wide range of qualitative and quantitative methods for the planning and assessment of operational evaluation for personnel programs and personnel systems; and knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement of program effectiveness and or effectiveness.
Skill in analytically articulating and negotiating complex and sensitive issues with officials of diverse perspectives and often with different or opposing views; and skill in effectively interacting, operating, and communicating (both verbally and in writing) with personnel from diverse backgrounds/qualifications/experience.
Skill in applying the interrelationships among different IT disciplines; and skill at evaluating plans and integrating projected changes in mission, technology, requirements, and resources into workable objectives.
Skill developing and applying DOD, Air Force and MAJCOM policies and automation information systems standards and knowledge of technical data to evaluate alternative approaches to problem solutions; and skill in oral and written communications to discuss and defend positions, prepare staff studies for high-level review, and condense extremely technical input into layman's terms without altering basic content.
Ability to research, analyze, and interpret guidelines and procedures, work center standard work documents and instructions requiring considerable adaptation and/or interpretation for application to complex issues or problems; ability to analyze, evaluate, defend, and make recommendations on major aspects of a project such as, what system interrelationships must be considered, what operating mode, system software, network, and/or equipment configuration are most appropriate; and ability to deal effectively with diverse individual and groups.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
