The primary purpose of this position is to serve as a Lead Child Development Clerk, providing technical and clerical support for the smooth operation of the Child Development Program to include; customer service, monitoring customer entry, data automation for maintaining files, file maintenance, payroll, financial record keeping and enrollment.
Duties
Leads the administrative clerks of both Child Development programs.
Prepares a wide variety of recurring and nonrecurring correspondence, reports, and other documents.
Establishes, updates, monitors and maintains office records of various types. Maintains, purges and disposes of office records/files in accordance with established regulations and procedures.
Computes, collects, consolidates, records, and deposits fees from two Child Development Centers in a timely and accurate manner.
Provides customer service to patrons.

- Full/part-time employees occupying direct childcare positions are eligible for discounts IAW DAF AFSVC/CC Memo, 30 Sep 22; first child 100% / each additional child 25%. Other assigned CYP and FCC personnel are eligible for 25% discount.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-4, or equivalent in other pay systems. Examples of specialized experience includes answering non-technical requests for information such as status of reports, suspense dates for matters requiring compliance, and similar information readily available from files or from knowledge of the organization. Composing routine, non-technical correspondence such as requests for information. Compiling hourly and daily attendance reports to maximize usage of the facility. Giving on the job training to new clerks and providing them with proper guidance and direction.
OR
EDUCATION: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. NOTE: You must submit a copy of transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position, only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of office functions to screen telephone calls and visitors, prepare and review correspondence and perform other administrative work of the organization.
2. Knowledge of current directives and requirements in order to provide clerical support for filing, posting publications, preparing forms, reports, and correspondence, and organizing the clerical and administrative operations.
3. Knowledge of Child Development Programs, Instructions, directives, and local policies and procedures, and ability to lead a Child Development Clerk work.
4. Knowledge of money handling procedures and analysis of fee collection procedures. Ability to operate a cash register, credit card machine and computer.
5. Skill in communicating effectively, with adults and children, individually and in groups, both orally and in writing, using tact and courtesy.
6. Ability to maintain accurate financial data and records of USDA Food Program, budget tracking, individual patron billing records, and payroll for NAF employees.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
