THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a HR SPEC (MILITARY) (TITLE 32), Position Description Number D1546000 and is part of the NC ANG, National Guard (JFHQNC- HQ ANG/ Position No. 0775273).
Duties
As a HUMAN RESOURCES SPECIALIST (MILITARY), GS-0201-12, you will provide state level coordination of military personnel programs, including: enlistment, appointment, performance evaluation reports, promotions, officer and enlisted selective retention, discharges, separations, recruiting, retention, incentives, and training; coordinate a statewide incentive program, and serve as focal point for matters pertaining to the program; responsible for management of the State ANG Retention Program for enlisted and officer personnel; serve as principal assistant to Administrative Officer and in their absence ensure continuity of operations; manage state Officer Effectiveness Report Program; manage federal and state ANG Military Awards Program; assist in investigation of and may represent department on Congressional and other high level inquiries; monitor ANG Schools Program and perform follow-on training for Professional Military Education (PME) and all technical schools not associated with inactive duty training; conduct research on difficult individual personnel and administrative problems; provide technical and specialized data, background material, and references; and recommend solutions and courses of action to be followed; responsible for supervisory personnel management functions; hear employee grievances; take necessary informal disciplinary actions and, when warranted, propose formal actions; provide oversight to unit level Family Support Program.

- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

Qualifications
Military Grades: Officer (Capt/O3 to Lt Col/O5)
Minimum Requirements: Experiences gained through military or civilian technical training schools, within the human resources business programs, are included as general experience qualifications. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade.
Basic Qualification Requirements
Skilled in collecting and analyzing data effectively, efficiently, and accurately;
Ability to write English in reports and presentation formats;
Ability to communicate clearly and effectively;
Skilled in presenting formal training presentations and briefings;
Ability to assess body language and perceive emotional and/or distress levels; and,
Skilled in applying procedures and directives by reading and interpreting program material.
SPECIALIZED EXPERIENCE: Must have at least one year of specialized experiences at the GS-11 level or the equivalent in personnel and manpower core competencies: Organization Structure, Requirement Determination, Program Allocation and Control, and/or Performance Improvement. Must meet the non-supervisory GS-0201-12 qualifications; plus, have specialized experiences in career broadening human resources programs such as, leading, planning and scheduling work in a manner that promoted smooth flow and even distribution of assigning work requirements. Candidate must have experience that included training and guiding employees on human resources military and/or civilian programs and assigning applicable tasks. Must have experience in managing work functions and discipline requirements. Experienced in conducting employee performance evaluations; mentoring junior officers and enlisted employees, managing resources and budgets; and directing assigned work,
and leading the employees on all program tasks, inspections, exercises, deployments, and/or mobilizations. Experienced in effectively and efficiently planning and scheduling work. Experienced in managing people and human resources personnel business, that included leading, directing, and assigning tasks and projects to personnel. Experienced in structuring assignments to create viable procedures that resulted in measured and
improved task processes. Experienced in creating and implementing improvements in mentoring programs and strategies; and, executing training applications and career development that resulted in the employees' increased performance values in quality work, timeliness considerations, and work efficiencies. Experienced in working within merit principles, equal employment, and affirmative action guidelines.
