- Position classified as a Secondary Law Enforcement Officer position and requires contact with inmates.
Duties
Serve as Chief, Mental Health Division, Directorate of Treatment Programs (DTP), Military Correctional Complex (MCC), consisting of the United States Disciplinary Barracks (USDB) and Midwest Joint Regional Correctional Facility (JRCF).
Responsible for developing clinical assessments, treatment plans, providing direct treatment for inmates with complex mental health diagnoses, and evaluating potential internal and external risks associated with behavioral health issues.
Provide direct psychological services for many of the most complex, challenging clinical cases, including individual and group counseling.
Provide emergency and on-call services.
Plan, direct, and assign work to subordinates to include a subordinate supervisor based on priorities, difficulty of assignments, and the capabilities of employees.
Serve as a subject matter expert on correctional health care for all subordinate staff and is instrumental in the development of correctional health care professionals through mentoring and training.
Direct oversight for health care related standards required for compliance with the Prison Rape Elimination Act (PREA) Program and certification through the Department of Justice.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Employee must be able to pass a Criminal History Background Check.
- The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. This position is subject to a pre-employment drug screening, and random testing thereafter.
- This position has a mandatory seasonal influenza vaccination requirement.
- This position requires the employee to undergo screening for tuberculosis upon appointment and an annual re-evaluation.
- This position requires a medical screening upon appointment and an annual re-evaluation.
- This position requires the employee to be on call after normal duty hours.
- This position requires the employee to complete the Army Corrections Command Pre-Service Training program. All Army Corrections Command employees are required to take 40 hours of training annually.
- The incumbent will comply will all provisions of the 15th MP BDE Regulation 190-3, Rules of Conduct and ACC Policy Letter #17, Standards of Conduct.
- Personnel who enter the Military Corrections Complex (within or outside the fence line) consent to inspection of their person and property, including their vehicle.
- All confinement facility personnel shall have no civilian felony convictions or court-martial convictions for any offense with a maximum authorized sentence to confinement of over one year.
- Section 639 of Public Law 106-554 requires agencies to remove law enforcement officers from employment as law enforcement officers if they are convicted of a felony.
- IAW The Prison Rape Elimination Act, the MCC may not hire or promote anyone who may have contact with inmates, has engaged in sexual abuse in a prison, jail, lockup community conferment facility, juvenile facility, or other institution (42 USC 1997).
- Department of Defense Instruction, Number 1325.07 states all confinement facility personnel shall possess a high degree of maturity and emotional stability.
- Work requires the first line supervision of law enforcement officer positions classified as primary/rigorous.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position has a Temporary Duty (TDY) or business travel requirement up to 25% of the time.

Basic Requirements for Clinical Psychologist: Degree: Successful completion of a Doctoral Degree (Ph.D. or equivalent) directly related to full professional work in Clinical Psychology. YOU MUST SUBMIT A COPY OF YOUR TRANSCRIPTS.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements below:
Specialized Experience: One year of specialized experience which includes development and implementation of batteries of psychological instruments to assess patients; providing diagnostic evaluations; and providing individual and group counseling. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Licensure Requirement: A current, active, valid, and unrestricted license as a doctoral level psychologist offered by a U.S. State, the District of Columbia, Commonwealth, territory, or jurisdiction is required. Applicants must be able to fulfill credentialing requirements and obtain and maintain appropriate/relevant clinical privileges. Maintaining professional certifications is a requirement for continuing employment. YOU MUST SUBMIT A COPY OF YOUR CLINICAL LICENSE.
