About the Position: These positions are located at Directorate of Public works, Engineering Services Division, Operations Branch and Directorate of Public Works, Engineering Services Division (Project Management Branch), Joint Base Lewis McChord, Washington.
Duties
Provide a wide variety of general procurement and acquisition support using automated systems.
Perform pre-award, post award, contract pricing, and cost analysis functions using acquisitions systems.
Use the General Fund Enterprise Business System (GFEBS) to create, modify, and approve Purchase Requests (PR)s ; resolve PR financial issues (e.g. delays in invoice, incorrect line of accounting, etc.)
Maintain a file cabinet in Paperless Contracting Files (PCF) for the maintenance of various contract documents.
Create spreadsheets and manipulate data for fiscal tracking; forecasting; updating purchases.
Manage recurring purchase of non-technical; services, supplies, and facility maintenance activities.
Assist engineering staff with contract package development including documents that collectively make a complete contract.
Serve as a Government Purchase Card cardholder for ordering of construction, supplies, services, and training.
Requirements

- This position may require up to 10% TDY.
- Must obtain and maintain a valid driver's license.
- This position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Specialized Experience: One year of specialized experience which includes assisting with managing acquisition planning functions for contracts and preparing procurement documents for purchase requests utilizing financial systems such as General Fund Enterprise Business System (GFEBS) or similar application. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).

Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Finance, Accounting, Business Administration, etc. (NOTE: You must upload a copy of your transcript)
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. (NOTE: You must upload a copy of your transcript)
