Duties

The major duties of the Supervisory Facility Operations Specialist position include, but are not limited to, the following: Provides professional and technical advice and guidance to the Facility Manager, on managing and supervising park personnel engaged in repair and rehabilitation, cyclic maintenance, routine, and maintenance projects. Project Management encompass maintaining and/or repairing buildings and structures, campgrounds, primary and secondary roads, front and backcountry pedestrian trails, bridges, culverts, storm drains, recreation areas and park ferryboat. Plans, directs, manages, and evaluates the maintenance, repair, rehabilitation, and operations of all physical facilities, grounds, and utilities at Mammoth Cave National Park. Responsible for supervising and directing the work of maintenance supervisors, and approximately 20 employees, and for reviewing their work for conformity to the goals and objectives and procedures established for the Facility Management Division at Mammoth Cave National Park. Additional duties that encompass less than 20% of the duties may include either: The job may include serving as the primary point of contact for the administration and managerial aspects of the park's facility projects and service contracts ensuring that all applicable contract regulations and procurement guidelines are met. The function includes preparing specifications to include scopes of work, developing estimates, soliciting bids and price quotations and monitoring the contractor during the contract period, and serving as the Contract Officer's Representative (COR) for construction and service contracts to assure that the services are rendered in accordance with the contract. Supervises and provides technical assistance to other park personnel engaged in similar park contracts. The job may serve as a backup operator of a vessel used to transport park personnel and/or private citizen's vehicles, including docking and undocking, loading and unloading, operator maintenance and repairs. This vessel transports a variety of vehicle types, including but not limited to passenger vehicles, pickup trucks, vehicles with trailers/campers attached, park-owned heavy equipment; pedestrians and bicycles are also transported. Perform maintenance and service adjustments to the vessels as needed. Operate and navigate vessels safely under a variety of conditions. Communicate instructions to visiting public in a concise and courteous manner.

Qualifications

All qualifications must be met by the closing date of this announcement-03/18/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs. Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. I have experience working with the Facility Management Software System (FMSS), or comparable maintenance management and I am Contracting Officer's Representative (COR) and I am listed as current by the Federal Acquisition Institute (FAI). You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
