The primary purpose of this position is to: In a developmental capacity, serves as a wing Special Access Program (SAP) Information Systems Security Officer (ISSO) with responsibility for planning and coordinating the security installation, testing, modifying, upgrading, operation, troubleshooting, and maintenance of hardware and software systems.

Duties

Performs conventional IT services as an SAP Information System Security Officer (ISSO). In a developmental capacity, performs services as an SAP Information System Security Officer. Develops and documents system standard operating procedures and assists in providing guidance to management. Provides technical assistance, advisory services, and training.

  • May travel by military or commercial air to conferences, meetings, or other functions away from the duty site.
  • Incumbent must be able to obtain and maintain a Top Secret/SCI security clearance (Special Compartmented Information), as required by duty location.
  • Information Assurance Certification is a condition of employment.
  • This position includes information assurance (IA) work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties.
  • A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.

Qualifications

This is a target position with known promotion potential to the full performance grade of GS-11. Selection can be made at any grade for which determined qualified. May be non-competitively promoted to the target grade, subject to meeting eligibility/qualification requirements, at management's discretion. In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirements for the Information Technology (IT) Management Series, GS-2210 (Alternate A). GS-09: EDUCATION: master's degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. OR Experience: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-07 (or equivalent in other pay systems) which includes : Application of IT security principles, methods, practices, systems and procedures sufficient to administer the INFOSEC program, analyze computer assets and establish security requirements, enforce mandatory access control techniques, identify violations, assess risks, and recommend corrective actions, assist in developing contingency plans, and provide information and assistance to customers on preparation of certification and accreditation packages. Applying standard configuration management methods and techniques for configuring information system components sufficient to install and maintain software and hardware and optimize functionality of systems. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of conventional IT security principles, concepts, practices, products and services, and methods for evaluating risk and vulnerability, implementing mitigating improvement, and disseminating IT security tools and procedures. Knowledge of IT customer support concepts and methods, installed operating systems, network systems, applications, protocols, and equipment, and the IT infrastructure. Knowledge of accepted operating systems, associated devices, and the interoperability of systems sufficient to install, upgrade, troubleshoot, test, and maintain those systems; and ability to optimize the functionality and performance of systems; and to ensure the availability, integrity, efficiency, and reliability of servers. Ability to apply the latest advancements in technology to initiate corrective or preventative action to ensure optimum performance of the system. Ability to apply methods and practices for troubleshooting, recovering, adjusting, modifying, and improving systems to solve complex problems and provide support that minimizes interruptions in service to customers. Ability to communicate orally and in writing. GS-11: EDUCATION: Ph.D or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. OR Experience: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-09 (or equivalent in other pay systems) which includes Knowledge of systems integration methods, performance tuning methods, test and evaluation methods and procedures, IT security principles and methods, and project management principles and methods sufficient to plan and coordinate the installation of new products or equipment. Knowledge of operating systems, associated devices, and the interoperability of systems sufficient to install, upgrade, troubleshoot, test, and maintain those systems; to optimize the functionality and performance of systems; and to ensure the availability, integrity, efficiency, and reliability of servers. 5. Ability to apply methods and practices for troubleshooting, recovering, adjusting, modifying, and improving systems to solve complex problems and provide support that minimizes interruptions in service to customers. 6. Ability to communicate orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
