This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Consumer Information and Insurance Oversight (CCIIO), Payment Policy and Financial Management Group (PPFMG).
As a Senior Advisor, GS-0301-15, you will serve as the resource for senior leadership in all areas of strategic organizational management, personnel management, administrative functions, planning, and analysis and process improvement implementation.
Duties
Provides technical advice and guidance to facilitate, create, establish, or prescribe the general principles, plans, or courses of action for the Group.
Directs numerous complex and high-priority special assignments at the direction of the Group and Deputy Group Director involving extensive research, fact-finding, and analysis on a variety of high- level subjects of critical importance.
Advises senior leadership on policies, procedures, and critical issues that have a major impact on how the group manages its operations, resources, and programs.
Prepares or directs the preparation of briefings to ensure awareness of all such matters.
Communicates and integrates the priorities of these strategic materials into the team strategies, goal, objectives and work plans, products, and services.

In order to qualify for the GS-15 , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal government, obtained in either the private or public sector, to include:
1) Providing technical guidance on the development of program policy related to payment policy;
2) Collaborating and negotiating with internal and external stakeholders to provide oversight to program administration and implementation of policies and operations; AND
3) Providing project direction and technical assistance to junior analysts, such as defining individual team members' task assignments or reviewing work for technical accuracy..
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
