The primary purpose of this position is: Serves as an Acquisition Program Manager for CDM programs and projects. Responsible for acquisition activities of the Air Force Concepts, Development & Management Office (SAF/CDM). Advises the Director and Deputy Director on acquisition and business related matters and interfaces directly with SAF/AQ, and SAF/GCQ for all regulatory acquisition actions. Supports the development of acquisition strategies to ensure requirements are satisfied.

Duties

Serves as a technical expert and advisor to CDM on policy, practices and procedures governing issues related to acquisition and contracting, particularly as they relate to CDM project execution. Executes an active role in the definition and development of project strategies in order to ensure operational needs are translated into executable projects while identifying and managing risk. Communicates and integrates the organization's acquisition strategic plan, mission, vision, and values into the team's strategies, goals, objectives, work plans, and work products and services. Maintains a continuous liaison with other senior staff, other service headquarters counterparts, and DOD offices at the SES level to integrate CDM priority support actions impacting CCMDs/CSAs.

  • This is a Critical Acquisition Position. Unless specifically waived by the appropriate Component official
  • Selectee must be a member of an Acquisition Corps at the time of appointment
  • Employee must meet, or be capable of meeting, Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the position
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft
  • This is a drug testing designated position. The incumbent is subject to random drug testing for drug use
  • Employee is required to submit an initial and annual SF-450 (Financial Disclosure) in accordance with tile Joint Ethics Regulation
  • Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement
  • This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions
  • Selectee must execute, as a condition of appointment, a written agreement to remain in Federal Service in this position for at least three years
  • In signing such agreement, the employee does not forfeit any employment rights, nor does such agreement alter any other terms or conditions of employment

Qualifications

In order to qualify, you must meet the basic requirements defined in 10 United States Code (USC).This standard implements requirements contained in Title 10, United States Code, Sections 1723 through 1733, as amended by Section 861(b) of the National Defense Authorization Act for Fiscal Year 2020 (Public Law 116-92) and implemented on a policy exception basis by Under Secretary of Defense for Acquisition and Sustainment memorandum, Exception to 24 Semester Hours Requirement for Contracting Positions, effective and dated August 2, 2020. BASIC REQUIREMENT: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: You must submit copies of your transcripts. NOTE: The following three exemption to the basic education requirements above apply to DoD civilian employees or Service members who: 1. Served as a contracting officer with authority to award or administer in excess of the Simplified Acquisition Threshold (SAT) on or before 30 September 2000; OR 2. Served, on or before 30 September 2000, in a position as either an employee in the GS-1102 series or as a member of the Armed Forces in a similar occupation specialty; OR 3. Are an enlisted member of the Contingency Contracting Force (CCF). This exemption only applies to CCF members in their current or future CCF positions. The Bachelor's degree exemption does not apply to current CCF members seeking New Hire employment within DoD as a 1102. AND BASIC QUALIFICATION REQUIREMENTS FOR CRITICAL ACQUISITION POSITIONS: The Secretary of Defense shall designate the acquisition positions in the Department of Defense that are critical acquisition positions, applicants must: Be eligible for GS-14, or equivalent; and Hold a bachelor's degree; and Have completed all mandatory training requirements for Level II or III certification as prescribed by the head of the agency for progression to higher level contracting positions; and Possess four years of acquisition experience. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower grade level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. In addition to meeting the basic requirements above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes: 1) Applying a comprehensive working knowledge of principles, policies, practices, regulations, and laws concerning system acquisition and management process and initiatives to plan, organize, and manage critical segments of the development, production, and/or deployment of systems, subsystems, and equipment that are within the state-of-the-art but require significant new application of principles. 2) Providing knowledge of safety and security regulations, practices, and procedures required to protect classified and sensitive information; and of the mission, roles, functions, organizational structures, and operation of the DoD, Air Force, and organizations that govern, interface with, and/or influence the systems acquisition process and integrated life-cycle management; of business, industrial management, contracting procedures, technical concepts, and production practices to evaluate contractor proposals and activities. 3) Using a working knowledge of qualitative and quantitative techniques for gathering, analyzing, and measuring the effectiveness, efficiency, and productivity of acquisition programs and support activities to ensure that programs are within schedule, baselines, cost, etc.; and of the activities and purpose of functional support personnel and ability to coordinate such aspects of system acquisition as engineering, contracting, program control, configuration, test, manufacturing, and integrated logistics support to effectively implement program direction. 4) Planning, organizing, and directing teamwork, and negotiating with management to accept and implement recommendations. 5) Planning, organizing, and directing the functions and staff in critical aspects of development and production, support of systems, subsystems, or equipment and to coordinate various aspects of systems acquisition. 6) Establishing and maintaining good relationships with individuals and groups within the office as well as outside the immediate work unit; to gather and analyze a variety of program information, makes sound judgments concerning program progress, and communicating recommendations orally and in writing to higher organizational management and contractors; and to communicate orally and in writing, clearly, concisely, and with technical accuracy. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Mastery of DOD and Air Force policy and procedures including events and milestones in the appropriate contracting activities. Knowledge and continuous awareness of Congressional, DOD and DA initiatives, which impact Acquisition policy to determine whether or not they conflict and how to implement.

2. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of plans and programs for managing, planning, budgeting and executing operations utilizing diverse support structures and inter-agency cooperation on advanced concepts, principles and practices such as Intelligence systems; Special Communications; Information Operations; Collection Management and Operations; Research, development, test and engineering; Systems integration; Cyberspace Operations; Planning, Programming, & Budgeting System (PPBS), special operations, or similar operations.

3. Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to budget formulation and financial management. Comprehensive knowledge of revolving funds and annual and multiple-year appropriations; their characteristics, uses, and applications as they relate to acquisition processes.

4. Comprehensive knowledge of Defense Intelligence Enterprise (DIE) program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.

5. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making.

6. Extensively skilled in oral communications to present sensitive information and/or recommendations on complex matters to higher authorities; skilled in written communications sufficient to develop guidance, regulations and directives dealing with complex issues and maintain good working relations, AND skillful in establishing and maintain highly productive working relationships with team members, clients, industry experts, and others including interpersonal effectiveness with executive management, peers, employees, and contractors as well as in building relationships and maintaining close coordination with a range of customers.
